,COMMISSION BUSINESS

Case ~1 Review Titterud Park

Mark Boos explained that Titterud Park is a neighborhood park as well as a community play area.
It has tot lot equipment and tennis courts. He stated that one of the things he would like to see
installed at this park is an on-demand lighting system and a security light. The present lighting
system is on a 7 day timer. He expressed his feelings that a new lighting system and a security
fight would help with the vandalism problem at the park.

Chairman Hetland asked if there were any citizens who would like to comment on Tittered Park.
Barrel Tollefson, 16139 Jaspar Street NW, stated that he has seen the light on at 2:00 a.m.

Kelly Sauer, 16045 Ironstone Street NW, stated that the lights sometimes come on when it is
raining.

Mr, Boos reiterated that the on-demand type of lighting system would eliminate the lights being on
when no one was using the courts. He also commented that the lights being on at 2:00 a.m. may
have been attributable to a power outage affecting the timer itself.

Mr. Tollefson asked why the park has small rock under all of the play equipment.

Mr. Boos explained that this resilient surfacing was installed to protect the children in case they
fall.

Ms. Sauer suggested constructing an area for a basketball hoop and to blacktop an area where
people would be able to skate board and roller blade.

Mr. Boos stated that blacktopping the parking lots would provide an area for skate boarding and
roller blading and that those particular items would be discussed later this evening during the CIP
review.

Greg Gorham, 16154 Ramsey Boulevard NW, asked if the security light would be on all the time.
Mr. Boos said that it would come on at dusk and go off at dawn.

Case #4: Request for review sketch nlan: case of Werner $ibl)el

James Gromberg explained that Sibbel Addition is a 38 parcel proposed to platted into 4 lots. He
also explained that City Staff recommends $350.00 for each of the 3 vacant lots to satisfy park
dedication.

The consensus of the Park and Recreation Commission is to recommend that the City Council
require $1,050.00 park dedication for Sibbel Minor Subdivision.

Case ~2 Status of Park Bond Issue Committee

Chairman Hetland explained that the Park Bond Issue Committee met once in August, 1990.

Chairman Hetland stated that since no progress has been made, he feels that the Committee should
be dissolved.

The consensus of the Commission is to recommend that the current Park Bond Issue Committee
be dissolved and that the members be notified by letter.

PARK AND RECREATION COMMISSION / JUNE 13, 1991
PAGE 2 OF 3
