1) Planning and Zoning public hearing and regular meeting minutes dated August 6, 1991. <br />2) Planning and Zoning special meeting minutes dated August 20, 1991. <br />COMMISSION BUSINESS <br /> <br />Case #1: Determine park dedication for River Bi~jff8 P,U,D, <br /> <br />Mr. Boos described the history of River Bluffs P.U.D. and the proposed changes to the plat since <br />the last Commission meeting. He suggested Jack and Les Miller review the September 3, 1991 <br />plat proposal with the Commission at the bench. <br /> <br />Jack Miller asked what had been determined in regard to the easements in Stanhope River Hills. <br /> <br />Mr. Boos stated that another question posed at the August meeting was the width needed to <br />traverse the slope to Outlot A. <br /> <br />The Commission asked if the open space in the September 3rd plat drawing of River Bluffs <br />P.U.D. was public or private. <br /> <br />Mr. Miller replied it is private. <br /> <br />Mr. Boos reiterated the necessity of connecting the existing trail in Stanhope Terrace to the outlot <br />in Shanhope Hills via River Bluffs. <br /> <br />Chairman Hetland mentioned that it is of little impact to the developer to dedicate a trail corridor in <br />conjunction with utility easements. <br /> <br />Jack Miller mentioned that utility easement are useful for gardens and the like. <br /> <br />Les Miller expressed his concerns about a trail through the plat. <br /> <br />Dorothy Stadfelt, 15111 Juniper Ridge Drive, expressed her concerns with regard to partiers and <br />policing the River Bluffs area. <br /> <br />Mr. Boos explained that this is a good example of the need for adequate trail width. An 8 foot <br />treadway can provide for patrols and emergency vehicle access. <br /> <br />Commissioner Rustad stated that the Commissions recommendation for Stanhope River Hills, to <br />the north of River Bluffs, was for a 30 foot trail corridor from the west to east and asked why the <br />City didn't end up with the easement. <br /> <br />Mr. Boos reminded the Commission that a major focus of a trail system, beyond linking parks <br />and providing additional recreational opportunities, was to remove trail users from roadways <br />where they would be safer. Looping a trail to the north, through Stanhope, will negatively impact <br />those residents and not be a cohesive trail experience. <br /> <br />Chairman Hetland agreed that it would be a poor idea to not have a direct east-west link of trail <br />corridor in River Bluffs. <br /> <br />Ms. Stadfelt stated that as she understands it, there was to be a line painted on Oneida Street <br />denoting the trail. <br /> <br />Chairman Hetland asked why a trail corridor couldn't go from 153rd Avenue NW all the way <br />across the plat. <br /> <br />PARK AND RECREATION COMMISSION / SEPTEMBER 12, 1991 <br /> PAGE 2 OF 4 <br /> <br /> <br />
