Jack Miller replied it wasn't considered because they were told that the desire was to loop the trail
around existing lots in Stanhope River Hills.

In response-Chairman Hetland stated that this is "ridiculous".

Ms. Stadfelt stated that she didn't mind hikers and skiers but that snowmobiles have been a
problem in the area.

Commissioner Lokker asked if her property was posted "No Trespassing".

Ms. Stadfelt replied that is was not.

A discussion ensued regarding parking concerns and the park dedication remaining.

Chairman Hetland asked if the Commissions proposal was satisfactory to the Millers.

Jack Miller thought that the east-west trail would not impact the salability of the lots.

Conversations then centered around how trail corridors might affect lot prices. It was agreed that
for every prospective property owner that didn't care for an adjoining trail there would be one
who would.

Motion by Chairman Hetland and seconded by Commissioner Prall that park dedication be
satisfied with a 35 foot trail across the northern property line, 25% credit for surplus open space
with the remainder being satisfied in cash.

Motion carried. Voting Yes: Chairman Hetland, Commissioners Prall, Lokker and Rustad.
Voting No: None. Absent: Commissioners Johnson and Swokowski.

Case #2: Discuss options for recognition of Federal Cartri{lge's (Pentair)
{10nlttion of Central Park.

Mr. Boos stated that the Commission and a good portion of our residents are aware of Central
Park's origins and all appreciate and acknowledge its immeasurable value to the community.
However, the park users not involved, or living in the area in the early 1980's may not be
cognizant of Federal Cartridge's gift. He suggested that the Commission discuss options such as
a plaque, sign, dedication and/or recognition at the Ramsey Lion's Annual Community Picnic.

A discussion ensued regarding means of recognition for the park.

Upon mention of a possible statue,Chairman Hetland commented that a statue would present a
climbing problem.

Mr. Boos said, jokingly, that when he mentioned a statue he was thinking of something like a 30
story 30-06 shell cartridge. The Commission thought that might even be appropriate.

Chairman Hetland said that Federal Cartridge might even have the capabilities to create something
like a 30 foot cartridge.

Mr. Boos reminded Chairman Hetland that he said a 30 story cartridge.

The consensus of the Commission was to have everyone bring back ideas for recognizing
Federals Cartridges donation of Central Park.

PARK AND RECREATION COMMISSION / SEPTEMBER 12, 1991
PAGE 3 OF 4
