Case #2: ~Review Scope and Objective of the Park and Recreation <br /> Commission and Discussion of Park Dedication Requirements <br /> <br />The Commission reviewed the City Code requirements for the park and open space <br />requirements. A lengthy discussion ensued primarily around allowing partial park credit <br />for open space and also what sort of "required improvements" should be required. <br /> <br />The consensus of the Commission was to table this issue to allow more time for through <br />examination. <br /> <br />Case #3: Park Dedication for Glengarry Subdivision <br /> <br />Mr. Boos informed the Commission that the plat consisted of 30 acres with 3 lots for a <br />dwelling unit density of. 1 units per acre. <br /> <br />He also stated that the City has not identified any park needs in this immediate area and that <br />the City Code requires $350.00 per lot or $1,050.00 to satisfy minimum park dedication. <br /> <br />Motion by Commissioner Swokowski and seconded by Commissioner Rustad to accept <br />cash in the amount of $1,050.00 to satisfy park dedication for Glengarry Subdivision. <br /> <br />Motion carried. Voting Yes: Chairman Hetland, Commissioners Prall, Rustad and <br />Swokowski. Voting No: None. Absent: Commissioners Johnson and Lokker. <br /> <br />Case #4: Determine Park Dedication for Wood Pond Hills Addition <br /> <br />Mr. Boos reviewed for the Commission the 72 acre subdivision explaining that the 135 lots <br />would be served by City sewer and water. He added that the residents recreation needs <br />could be fulfilled by a developed trail linking Ramsey Terrace/Flintwood Park, Wood Pond <br />Hills and the Elementary School to the north. Mr. Boos recommended that a bike lane on <br />collector street Sunfish Lake Drive would connect County Road #5 with an existing bike <br />lane, to the interior street and a Wood Pond Hills trail. <br /> <br />The consensus of the Commission was that a MSA street Sunfish Lake Drive should have a <br />designated and signed bike lane. <br /> <br />A lengthy discussion ensued regarding outlot labeling and what sort of credit might be <br />allowed the developer for constructing a paved trail above the ordinary high water level. <br /> <br />Mr. Knutson suggested tabling the park dedication determination until the November <br />meeting so the Commission could decide what combonation of dedication would serve the <br />residents best. <br /> <br />The consensus of the Commission was to table park dedication determination until the <br />November 14, 1991 meeting. <br /> <br />Case #5: Commission Input/Informational Items <br /> <br />Mr. Boos informed the Commission of the Lord of Life Church's donation of norway <br />pines to the park department and now the effort was progressing. Mr. Boos also <br />announced that the recreational development of the Mississippi River between Hastings and <br />Dayton was now being coordinated by the National Park Service and how that is expected <br />to impact development along the fiver. <br /> <br />PARK AND RECREATION COMMISSION / OCTOBER 10, 1991 <br /> Page 3 of 4 <br /> <br /> <br />
