City Council meeting minutes dated November 14, 1991 reconvening the meeting
of November 12, 1991.

NOTE PLANNING AND ZONING COMMISSION MEETING MINUTES

1. Planning and Zoning Commission meeting minutes dated November 5, 1991.

COMMISSION BUSINESS

Case #1: Recommend to City Council Appointment of Commissioner.

Chairman Hetland explained that at the November meeting there was not a quorum and the
Commissioners in attendance felt that a candidate should be interviewed and endorsed by a
majority of the Commission members. For that reason the case was tabled. Mr. Hetland
asked if anyone had questions for the two applicants present, Ms. Jacki Florentius and Mr.
John (Jack) Niederhaus.

Commissioner Swokowski asked both candidates questions including their background in
decision making, what sort of things they would base their decisions on, and, with regard
to Park and Recreation, where they felt the City should be in five and 15 years.

The Commission recessed for 10 minutes.

Chairman Hetland called the meeting back to order and stated that this is the most difficult
nomination the Commission has had. They voted by a ballot process resulting in a 2-2 tie.
Applicants were notified that the recommendation would be taken up at the January
meeting.

Case #2: Name Park Land Within the Subdivisions of Cedar Hills,
Chestnut Ponds, Windemere Woods and Chestnut Hills.

Parks/Utilities Coordinator Mark Boos provided the Commission with details regarding the
parks physical and geographical features.

The Commission discussed their naming policy and several possible names.

Commission Swokowski suggested that the parks' neighboring subdivisions be taken into
consideration and the park be named Chestemere Cedarnut Park.

It was determined that the Ramsey Elementary School students should have an opportunity
to propose park names. The Commission directed Mr. Boos to pursue that course.

Case #3: Discuss Recognition of Federal Cartridge's Donation of Forty-
five Acres for Central Park

Parks/Utilities Coordinator Boos presented brochures detailing various styles of sign
designs. He suggested that a logical location for a sign or monument would be along 161st
Avenue N.W. near the southeast comer of Central Park and also the parcel that Federal
Cartridge currently owns.

The Commission reviewed the brochures determining that a routered wood sign would be
the most aesthetically pleasing.

PARK AND RECREATION COMMISSION / DECEMBER 12, 1991
Page 2 of 4
