Mr. Boos suggested that the style of sign used at the entrance to River's Bend Park is very <br />durable and appears that it will be around for a long time. He added that it may be <br />advantageous to have some consistency with park signs and that he would like to see <br />something a bit more impressive than the type of signs the Eagle Scouts have been building <br />for the City. <br /> <br />The Commission asked that Mr. Boos reinitiate contact with Federal Cartridge to see if they <br />have a particular logo that could be used. <br /> <br />Don Lokker left the meeting at 8:35 p.m. <br /> <br />Case #4: Review 1991's Park Projects. <br /> <br />ParksAJtilities Coordinator Mark Boos reviewed the park projects undertaken or completed <br />by the City in 1991. These projects included installation of the fishing pier, developments <br />in Rabbit Park, the hundreds of trees planted in various parks, the donations received and <br />the additional maintenance activities assumed in 1991. The Commission discussed the <br />City's staff level in comparison with other cities and expressed satisfaction with Ramseyts <br />efforts. Mr. Boos stated that, in his opinion, all of the City Staff are effective and <br />enthusiastic. <br /> <br />Case #5: Review 1992's Capital Improvement Program. <br /> <br />Mr. Boos provided the Commission with a synopsis of the City Council's Budget <br />Committee proceedings and stated that the Budget Committee authorized C.I.P. <br />expenditures from the Parks Improvement Trust Fund as opposed to the General Fund for <br />1992. The improvements approved from the Park and Recreation Commission's 1992 <br />requests were bleachers for the baseball field and two new softball fields, and players <br />benches for the new softball fields and blacktop surfacing for Central Park's parking area. <br />He added that the Budget Committee stated that they were not necessarily opposed to a <br />lighting or irrigation project at River's Bend Park or the plan to install multi-use athletic <br />components within the hockey rinks at Central Park, but that they needed more information <br />about the two separate projects and would consider funding them at such time the <br />Commission brought a proposal to City Council. <br /> <br />The consensus of the Commission was that they had always viewed the Parks <br />Improvement Trust Fund as a savings account and expected that annual "normal" <br />expenditures like bleachers would be funded from the General Fund. <br /> <br />A lengthy discussion ensued regarding special assessments and funding. <br /> <br />Case #6: Comment, Add to, or Prioritize Draft Goals Proposal. <br /> <br />Mr. Boos reviewed the intent and status of the City Draft Goals for 1992. (See attachment <br />A.) <br /> <br />The bold text only, on attachment A, are the Commission comments in response to the <br />individual goals. Subsequent to the Park and Recreation Commissions December meeting, <br />the City Council assigned priorities and responsibilities for implementation. <br /> <br />Case WI: Arbor Day Planning. <br /> <br />The consensus of the Commission was to table this case and/or forward it to a newly <br />formed Tree Board hopefully to meet in February. <br /> <br />PARK AND RECREATION COMMISSION / DECEMBER 12, 1991 <br /> Page 3 of 4 <br /> <br /> <br />
