Mr. Hunt stated he has to get a permit to put a new roof on, and asked if he would need to follow
this ordinance at that time. .

Mr. Gordon stated he would not, as it would not go to that level of permits.

Mr. Hunt indicated that to change a plumbing fixture inside the house requires a permit. He
wants to make sure that does not trigger all of these other requirements. He stated he.wants it to
be very clear it only applies to' developers.

Zoning and Recycling Coordinator Anderson stated he believes the latest version makes that
clear, that it would be development that triggers this ordinance.

Mr. Hunt stated Subd. 2 says to accomplish these things the City will need a whole new
department.

Chairperson Nixt noted that was taken out. He stated it does not take away the many things the
City has to do, however.

Mr. Hunt noted the ordinance stated the City has determined that wetlands are a defining
character of its natural heritage worthy of its protection and preservation. He stated his heritage
far exceeds the heritage of the wetlands. He indicated his great grandp~ents have lived here
since before there was any government, and have taken care of the land for years and years. He
stated he has also always tried to preserve the land. He advised that in 1995 he bought 40 acres
of property, after which the City proposed greenways, so now his house is part of the greenway.
He stated everyone keeps taking his property with the creation of these ordinance, and he wants it
to stop.

Mr. Hunt stated when he purchased this property from Mr. Schroeder he passed on letters that
said the DNR controls 15 acres of wetland on the property. He indicated he contacted the DNR
. . in 1995 and th~ number of acres was increased to 22. He stated he has several portions of land
that are buildable surrounded by wetlands. He indicated if the City takes another easement for
wetland buffer it would probably eliminate two of the five buildable sites, and yetno one pays
him for this land. He stated if Ranisey wants to buy 35 acres and leave him with the five acres
his house is on they can do that, but he wants them to quit taking it without paying for it.

Mr. Hunt commented he does not believe leaving an untouched buffer line is a good idea. He
stated farmers used to be encouraged to do that, then inspectors came out and said they had to cut
it back because of noxious weeds. He indicated if you are leaving an. area natural and
unsupervised you will get marijuana growing also. He stated it will be unsupervised land full of
noxious weeds, and asked who would be responsible for cleaning that up. He indicated if the
City of Ramsey has an easement, and his grandsons run into the weeds and get poison ivy, who is
responsible. He questioned why the City would want to do something that will cause them major
problems.

Planning Commission/May 5, 2005

43
