ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Road and Bridge Committee met on February 1, 1991 at the Ramsey Municipal Center, 15153 <br />Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Kenneth Peterson <br /> <br />Members Absent: None <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Public Works Supervisor Merle Mevissen <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the meeting of the Road and Bridge Committee to order at 3:00 <br />p.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Discussion of 1991 Street Program <br /> <br />City Engineer Jankowski indicated that the 1991 Street Program would consist entirely of <br />sealcoating streets. The 1991 program will consist of sealcoating approximately 10.7 miles. Mr. <br />Jankowski noted there are three (3) major classifications of streets which will receive sealcoating. <br />These include: MSA roads at a projected cost of $28,100; new subdivision roads at a projected <br />cost of $22,600; and other City streets at a projected cost of $62,000. Theoretically, the City will <br />receive monies fi'om the State for MSA road maintenance, there will be no net cost to the City from <br />that element of the program. Likewise, new subdivision roads included in the program will be <br />paid for by escrowed monies provided by the developers. The remaining City streets will be <br />assessed 50% of the sealcoating costs as this has been the City's policy in the past. In summary, a <br />$127,000 program will have a net cost to the City of $31,000. Mr. Jankowski did note, however, <br />that there is no line item amount in the 1991 budget to cover this. <br /> <br />Councilmember Peterson suggested that it was anticipated that the City's share of the 1991 budget <br />would be financed from the Landfill Trust Fund and would be paid back from the levy in 1992. In <br />this manner, the City Street Program would always be one year behind its levied financing. <br /> <br />Mr. Jankowski presented an analysis which suggested the City would need to pursue a $60,000 <br />annual line item for its sealcoating program. This analysis was based on the fact that 113 miles of <br />City maintained roadway would be sealcoated at a seven-year interval using a unit price of $.50 per <br />square yard. This would require an expenditure of approximately $142,400 per year and <br />deducting fi'om that, $24,100 which would come from State aid funds leaving a balance of <br />$118,300 which would be 50% assessable arriving at a $59,150 annual amount. <br /> <br />Councilmember Peterson commented that in the past, Public Works Supervisor Mevissen and Pete <br />Raatikka of Hakanson Anderson Associates, Inc. had urged a five-year sealcoating interval. <br /> <br />Road & Bridge Committee/February 1, 1991 <br /> Page 1 of 3 <br /> <br /> <br />
