City Engineer Jankowski responded that anywhere between five and seven years is considered to <br />be an acceptable sealcoating interval. He was not opposed to a five year period providing the City <br />Council would appropriate necessary additional monies to maintain that frequent of an interval. <br /> <br />Mr. Jankowski next focused on the schedule for implementing the 1991 Street Program. Ideally, <br />sealcoating work should be performed in mid-July and early August. In order to allow the 60 day <br />public comment period for projects which are to be special assessed, the public hearing should be <br />held the second meeting in March Therefore, the feasibility study should be presented to the <br />Council the second meeting in February. <br /> <br />Iu reviewing the costs for last year's program, Mr. Jankowski indicated that the per square foot <br />cost ranged from $.42 for the low bid to $.59 for the high bid. The 1990 program estimates were <br />made using an estimated cost of $.60 per square yard. Mr. Jankowski also noted that <br />approximately $8,000 for a separate contract crack filling service was performed last year prior to <br />sealcoating the streets. A crack filling program was not included in the special assessments; <br />however, it could reasonably be added to the assessments since it is work that is done in <br />conjunction with and in preparation for the sealcoating <br /> <br />Both Councilmember Peterson and Mayor Gilbertson were favorable to including the crack sealing <br />as an accessible cost. <br /> <br />Mr. Jankowski also pointed out that the City Public Works Department would also be performing <br />bituminous repairs on the streets to be sealcoated prior to the sealcoating work. In the past, the <br />cost of this work had not been assigned to the sealcoating project but had been paid out of the <br />normal street maintenance account. No changes in this procedure were suggested by either Mr. <br />Jankowski or the Committee members. <br /> <br />City Engineer Jankowski noted that the City's Home Rule Charter does make it possible for a <br />group of individual citizens to have the final say on a public improvement project that is scheduled <br />to be special assessed. Streets rejected for sealcoating will incur excessive amounts of maintenance <br />relative to sealcoated streets. City policy should include some reward for those citizens who have <br />chosen to properly maintain their streets. After some discussion, Mayor Gilbertson and <br />Councihnen~ber Peterson felt this might be accomplished by amending City Policy to require <br />streets that had been rejected for sealcoating be overlayed at 100% accessible costs, as opposed to <br />the 50% accessible the City maintains. <br /> <br />Committee members instructed Mr. Jankowski to prepare a case amending the City Policy as <br />mentioned previously. <br /> <br />Case #2: Discussion of the City MSA System <br /> <br />City Engineer Jankowski indicated that each year the City certifies to the State the mileage of its <br />various classifications of City streets. The State allows up to 20% of the Cities local street mileage <br />to be designated as Minnesota State Aid Streets. The amount of funding which the City currently <br />receives for such streets is significant, currently approximately $457,000.00. The exact <br />determination as to the amount of State Aid funding is determined by two factors, population and <br />MSA system needs. At the present time, the City has approximately one mile of MSA roadway <br />which is eligible to be added to its system. It is important to do so, so that the City's needs can be <br />maximized. Mr. Jankowski presented the Committee members with two maps; one identifying <br />existing and planned thoroughfares, and the second illustrating potential MSA roads which might <br />be considered for inclusion on the system. Mr. Jankowski indicated that a preliminary <br />determination of which roads might be added to the MSA system need to be submitted to the <br />Department of Transportation by March 1 of this year.
