Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council adopt the proposed findings of fact relating to the request to rezone Outlot D, Northfork <br />from Planned Unit Development to Rural Business. <br /> <br />Further discussion: The Commission wanted to make sure that Ms. Obrycki understood the <br />restrictions of a Rural Business zone would prohibit outside sales. Outside sales would require a <br />conditional use permit. Ms. Obrycki stated that she understood the restrictions. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Terry, Bawden and <br />Thorud. voting No: None. Absent: Commissioners Hendriksen and LaDue. <br /> <br />Case #2: Request for Site Plan Review; Case of Royal Concrete Products, <br /> Julian Trangsrud <br /> <br />Mr. Trangsrud was present. He stated he purchased the property at 6640 Industry Avenue N.W. <br />in April, 1990. He informed the Commission that Royal Concrete Products manufactures concrete <br />pipe. He explained that this expansion would make room for an automatic cage production <br />machine. He also explained that this request is Phase I. <br /> <br />Ms. Frolik included in her background that Phase I consists of a 60' by 91' (5,460 square feet) <br />expansion to one of the existing buildings on the site. She also included that Phase II, which will <br />be addressed in the future, will consist of a 20,000 square foot expansion. The subject property is <br />approximately 57 acres in size and is zoned Business Warehouse. <br /> <br />Upon inquiry, Mr. Trangsrud noted that he is in the process of removing all that debris left on the <br />property by the former property owners. <br /> <br />City Engineer Jankowski reviewed his letter dated December 27, 1990, that he sent to Mr. <br />Trangsrud and reminded the Commission that he premised the review on the approach that there <br />will be a Phase II. <br /> <br />The Commission proceeded to study the plans presented to them. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve the site plan review for the Phase I expansion of Royal Concrete Products in <br />compliance with the City Engineer's requests. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Terry, Bawden, <br />Hendriksen and Thorud. Voting No: None.
