Zoning Administrator Frolik included in her background that the property is adjacent to a single <br />family urban residential area. <br /> <br />Mr. Raudio showed the Commission a map of the subject property and surrounding area. <br /> <br />A discussion ensued regarding rezoning, park dedication, the busy highway near the property, and <br />what uses possibly would and would not be acceptable to the neighboring residents (multiple <br />family homes, condominiums, a business park). <br /> <br />Mr. Raudio then referenced to outlots in the Flintwood PUD for which he is considering <br />development in the near future Mr. Raudio stated that when the Flintwood PUD received concept <br />approval, it was intended that the lots would be developed with quad lots. <br /> <br />Ms. Frolik stated that the quad lots may have been approved at the concept stage, but Flintwood <br />received final plat approval and was recommended at the County with the subject area designated <br />by outlots. To now develop an outlot would require processing through the regular platting <br />procedures. <br /> <br />Chairman Zimmerman asked Mr. Raudio if he has plans showing the outlot subdivided into <br />individual parcels to which Mr. Raudio replied that he did. <br /> <br />Ms. Frolik stated that those were preliminary plans, not what was finally approved and recorded. <br /> <br />City Engineer Jankowski reiterated that the platting process would have to be followed to plat the <br />outlot into parcels. <br /> <br />Commissioner Deemer stated he disagreed that Mr. Raudio would have to start at the beginning of <br />the platting procedure. <br /> <br />The Commission directed City Staff to bring forth a case file for Flintwood PUD to the next <br />Commission meeting for review. <br /> <br />Case #4: Request for Reconsideration of Grading and Mining Plan; Case of <br /> Geoffrey Bridwell <br /> <br />City Engineer Jankowski explained that on December 4th, Mr. Bridwell appeared before the <br />Planning and Zoning Commission to ask for a recommendation to approve a grading permit and at <br />that meeting there were concerns over the final grade. Mr. Bridwell instructed his surveyor to <br />show no more than a 12% slope on the grading plans and Mr. Jankowski submitted them to City <br />Council. Some portions of the plans exceeded 12% and represented 17% slopes which currently <br />exist on the property. Mr. Jankowski stated he could see a problem with a 3 to 1 slope due to it <br />not being mowable, but he feels 4 to 1 and 5 to 1 slopes are acceptable and represent what <br />currently exists on the property. <br /> <br />Commissioner Deemer stated that although 12% slopes are required by City Code, he finds Mr. <br />Bridwell's plans acceptable. He also stated that if the permit is denied, a 20% slope is what would <br />be the end result anyway as that is what currently exists on the property. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to request Mr. <br />Bridwell to submit for the City Engineer's approval revised grading plans that limit the excavation <br />operations to 3 to 1 slopes and finished grades to 5 to 1 slope. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen, Terry and Thorud. Voting No: None.
