Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, LaDue, <br />Hendriksen, Terry and Thorud. Voting No: None. Absent: Commissioner Bawden. <br /> <br />The Commission proceeded to review the proposed conditional use permit. <br /> <br />Commissioner Deemer commented that//12 deals with storage of received materials, feedstock, <br />separated materials and equipment. He assumes it will be in a container or trailer and he inquired if <br />that would meet the requirements. <br /> <br />Commissioner Hendriksen stated it would depend on whether this is an active trailer or additional <br />piece of warehouse space. Some semi-trailers could be additional warehouse space. <br /> <br />It was the opinion of the Commission that an enclosed semi-trailer is considered screening from <br />public view. <br /> <br />With regard to//23 concerning Litter Control, Commissioner Deemer inquired as to how it could <br />be determined that debris is caused by a particular facility. <br /> <br />Mr. Otto replied that if a fair amount of scrap material is found in the area, it could be assumed it is <br />from that particular facility. If it becomes a problem, the area has to be policed and cleaned up. <br />This is a standard statement and it is the same for Waste Management, Danny's Aluminum, etc. <br /> <br />It was the consensus of the Commission to amend 4/28 to read Pavement Surfacing instead of <br />Surfacing of Work Areas. <br /> <br />It was the consensus of the Commission to amend #39 to read Structures and Site Improvements <br />instead of just Structures,. <br /> <br />A discussion ensued regarding Item #40. Commissioner Deemer stated that in his opinion, not <br />allowing Mr. Rychner to do anything until the street is up to City standards would be too <br />restrictive. <br /> <br />Mr. Rychner stated that Mr. Williams has indicated he will put in 142nd Avenue N.W.; however, <br />Mr. Rychner is not sure about his plans for Limonite Street N.W. <br /> <br />Commissioner Deemer stated he is in favor of letting Mr. Rychner, City Council and Mr. Williams <br />resolve the street issue. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend to City <br />Council approval of the conditional use permit, as amended, for Aluminum Recycling, Inc. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Terry, Hendriksen, <br />LaDue and Thorud. Voting No: None.
