PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing to hear a request to <br />vacate the northern half of Outlot B in Countryside Estates on Tuesday, June 4, 1991 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Vice-Chairman Terry Hendriksen <br />Commissioner David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Bradley Thomd <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steve Jankowski <br /> <br />Members Absent: <br /> <br />Chairman Gerald Zimmerman <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br /> <br />CALL TO ORDER <br /> <br />Vice-Chairman Hendfiksen called the public hearing to order at 7:48 p.m. <br /> <br />PRESENTATION <br /> <br />Ms. Frolik stated that Outlot B was dedicated with final plat approval of Countryside Estates in <br />1972. Through a series of events, Outlot B was developed with a home. This public hearing is <br />being held to vacate the north half of Outlot B and facilitate clearing the title on the property. <br /> <br />CITIZEN INPUT <br /> <br />Kevin Brand, 8910 - 176th Avenue N.W., Ramsey - stated he tried buying Outlot B years ago and <br />found out he couldn't build on it because it was dedicated as an outlot/park property. One year <br />later, there was a hole dug in the ground to prepare for building so he called the City to inquire <br />how a house could be built there and the City stated it was buildable. Now, a year later, the City is <br />saying due to a series of mistakes, the property should be vacated. He added that there is very little <br />property left for the children in his area to play on. The residents in the area wanted a park built <br />where there is now a house built, leaving only 3/4 of an acre for play area. He understood the City <br />was supposed to have bought some other land, Outlot C, which is a power line area, which was <br />supposed to replace Outlot B. He stated the residents were also told there would be money for that <br />park development and they haven't heard what's happened. The Sorteberg Addition transpired and <br />there was five acres dedicated to the City; however, there is still money that's supposed to be for <br />development from the original Outlot B to be put into another park. He stated that the house on the <br />park property has been taxed and also sold twice and the residents in the area want to know where <br />the money is that was supposed to be used to develop a park. He stated there is a park available <br />now (Sorteberg) and they want it developed. He added that Countryside Estates is "one big shady <br />deal" and he doesn't want this matter "shoved under the carpet". <br /> <br />Ms. Frolik replied that as far as any financial transactions, the Planning and Zoning Commission is <br />not privy to that information.
