COMMISSION BUSINESS <br /> <br />Case #1: Request for Sketch Plan Review of Sibbel Addition (a minor <br /> subdivision); Case of Mr. Sibbel <br /> <br />Ms. Frolik stated that Mr. Werner Sibbel is requesting a minor plat subdivision to realign lot lines <br />on four existing lots located on the north side of 155th Avenue N.W. The subject property is <br />approximately 38 acres in size. Mr. Sibbel also owns and resides on the 40 acre parcel to the <br />north. Mr. Sibbel is proposing to continue to access his home on the north 40 parcel across the <br />southern 38 acres, through Lot 1 of the proposed Sibbel Addition. Lots 1, 3 and 4 are vacant. <br />Mr. Sibbel's son has a home on what would be Lot 2. Lot 1 would need a variance to the 200 foot <br />street frontage street requirement. She added that if LOt 1 is sold, an easement would be required <br />for access so as not to create a landlocked parcel. <br /> <br />Mr. Don Sibbel inquired if this easement could be dedicated at the time the land is sold. <br /> <br />Mr. Jankowski stated that if the easement is forgotten, there is no legal recourse and the parcel to <br />the north would be landlocked. <br /> <br />Ms. Frolik stated she is reluctant to reaffirm a landlocked parcel without finding some alternatives <br />for future access. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to approve the sketch <br />plan for Sibbel Addition and recommend that the developer proceed to City Council for final plat <br />approval with dedication of the west 66 feet of Lot 2 as road easement and a variance to street <br />frontage on Lot 1. <br /> <br />Motion carded. Voting Yes: Vice-Chairman Hendriksen, Commissioners Deemer, Bawden and <br />Thorud. Voting No: None. Absent: Chairman Zimmerman, Commissioners LaDue and Terry. <br /> <br />Case g2: Request for Sketch Plan review of River's Bend West (aka River's <br /> Bend 3rd Addition); Case of Art Raudio <br /> <br />Ms. Frolik stated that Mr. Rick Foster of Oxbow Properties and Mr. Art Raudi0 of Ramsey Center <br />Partnership are requesting sketch plan review of River's Bend West. The plat is proposed to <br />consist of a combination of commercial and multi-family development. <br /> <br />Mr. Raudio stated that his wife (owner of a parcel), has a buyer for her parcel, a builder who <br />wants to develop condominiums. He is asking for some recommendations from the Planning and <br />Zoning Commission, not a decision. <br /> <br />The sewer trunk line locations were reviewed. <br /> <br />Motion by Commissioner Thorud and seconded by Commissioner Deemer to table this case. <br /> <br />Motion carded. Voting Yes: Vice-Chairman Hendriksen, Commissioners Thorud, Deemer and <br />Bawden. Voting No: None. Absent: Chairman Zimmerman, Commissioners LaDue and Terry. <br /> <br />The Planning and Zoning Commission recessed at 8:56 p.m. <br /> <br />The Planning and Zoning Commission meeting reconvened at 9:04 p.m. <br /> <br />Case #3: Discussion Regarding Salvage Activity at East Lake Auto, 7131 <br /> Highway #10 N.W., Ramsey <br /> <br />Vice-Chairman Hendriksen stated that at a recent meeting it was brought to the Commission's <br />attention that auto salvage activity was taking place at 7131 Highway gl0 and that photographs are <br />available for review. <br /> Planning & Zoning Commission/June 4, 1991 <br /> Page 2 of 4 <br /> <br /> <br />
