Mr. Doug Berens, owner of East Lake Auto was present. He reviewed the photos Mr. Hendriksen <br />had and also presented more of his own. He stated that these vehicles are not visible from <br />Highway #10. He added that the vehicles are fixable; they are not salvage. <br /> <br />Vice-Chairman Hendriksen stated that buying a vehicle, disassembling it and using it for parts <br />parts on another vehicle constitutes salvage. <br /> <br />Mr. Berens argued that this is what body shops do. He stated he buys front ends from salvage <br />yards, they bring him the vehicle, he takes the front end off and discards the rest as junk. <br /> <br />Upon inquiry, Vice-Chairman Hendriksen stated that if the part only, not the whole car, is <br />purchased, that would be a permitted activity. <br /> <br />Discussion ensued regarding outside storage. <br /> <br />Mr. Berens added that he is also hoping to move to a new location by the end of August and asked <br />for some slack with regard to the exterior storage. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to direct City Staff to <br />handle the matter and report the clean up progress the fin'st meeting in September the clean up <br />progress. <br /> <br />Further discussion: Vice-Chairman Hendriksen stated he preferred an update on the clean up <br />progress at the July and August meetings also. <br /> <br />Motion carded. Voting Yes: Vice-Chairman Hendriksen, Commissioners Deemer, Bawden and <br />Thomd. Voting No: None. Absent: Chairman Zimmerman, Commissioners LaDue and Terry. <br /> <br />Case #4: Request for Discussion Regarding Metal Buildings; Case of Mark <br /> Kubat <br /> <br />Ms. Frolik explained that Mr. Mark Kubat has requested an audience with the Planning and Zoning <br />Commission to discuss the City's regulations regarding metal buildings. <br /> <br />Mr. Kubat presented some brochures showing pictures of the metal building he would like to have <br />constructed on his property. He explained that the neighbors do not object to this type of building <br />and that he could make it's appearance harmonious with his home. <br /> <br />After a lengthy discussion, Mr. Kubat inquired if the City Code could be amended to allow metal <br />structures. <br /> <br />Ms. Frolik replied that a public hearing would have to be held to amend Code. <br /> <br />Vice-Chairman Hendriksen felt there would be a lot of opposition to changing the code to allow <br />metal structures on less than 2-1/2 acres because a lot of people do not care for the appearance of <br />pole buildings. <br /> <br />Mr. Kubat was instructed to work with Building Offxcial Huff to determine what would meet City <br />Code. <br /> <br />Case #5: Request to Vacate Outlot B in Countryside Estates Addition <br /> <br />Commissioner Bawden stated that based upon the comments made at the public hearing, there is a <br />real concern on behalf of the citizens with regard to getting a park developed that would serve <br />residents of Countryside Estates. <br /> <br />Planning & Zoning Commission/June 4, 1991 <br /> Page 3 of 4 <br /> <br /> <br />
