-APPROVAL OF PLANNING AND ZONING COMMISSION MEETING <br />MINUTES <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to approve the <br />following Planning and Zoning Commission meeting minutes: <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />Planning and Zoning and Economic Development Commissions joint meeting minutes <br />dated June 13, 1991. <br />Planning and Zoning Commission public hearing minutes regarding a request to consider <br />amending terms of conditional use permit; Case of James Monson dated July 2, 1991. <br />Planning and Zoning Commission regular meeting minutes dated July 2, 1991. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen, LaDue and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The following City Council meeting minutes were noted: <br /> <br />1) <br />2) <br /> <br />3) <br />4) <br /> <br />City Council regular meeting minutes dated June 25, 1991. <br />City Council public hearing minutes regarding Improvement Projects #90-14, #90-19, #90- <br />20, ~90-21 and/g)0-28 dated July 9, 1991. <br />City Council regular meeting minutes dated July 9, 1991. <br />City Council regular meeting minutes dated July 23, 1991. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for Revised Preliminary Plat Approval of River Bluffs <br /> P.U.D. <br /> <br />Zoning Officer Frolik stated that the Planning and Zoning Commission reviewed a request for a <br />revised preliminary plat for River Bluffs P.U.D. on May 7, 1991. The Commission denied the <br />request and the developers, Les and Jack Miller, met with the City Engineer to review other <br />alternatives for street layouts in River Bluffs P.U.D. The two alternatives defined were discussed <br />at a special Planning and Zoning Commission meeting on July 16, 1991. At that time, the <br />Commission selected the alternative described as Exhibit A and authorized that it be subjected to a <br />public hearing by the Planning and Zoning Commission in August. <br /> <br />A lengthy discussion took place regarding whether or not the 150' lot width met with the Scenic <br />River standards. <br /> <br />Zoning Administrator Frolik stated that a previous review letter by Hakanson Anderson <br />Associates, Inc. indicated that 150' lot width does comply with the Scenic River standards. She <br />added that she would verify whether or not the lots east of Juniper Ridge Drive are considered <br />riparian or non-riparian because of the land between them and the river. <br /> <br />Chairman Zimmerman requested soil borings and perk tests be done on each lot. <br /> <br />Motion by Commissioner Bawden and seconded by Commissioner LaDue to recommend City <br />Council grant a revised preliminary plat for River Bluffs P.U.D. with the following contingencies: <br />1) Vacating the Juniper Ridge Drive stub in Rum Acres; 2) That the developer provide soil <br />borings for each lot in the plat; 3) That the revised preliminary plat be reviewed by the Park and <br />Recreation Commission for possible amendment to park dedication; 4) That all lots in the plat <br />meet the 150' minimum lot width; and 5) That a drainage and utility easement be provided from <br /> <br />Planning & Zoning Commission/August 6, 1991 <br /> Page 2 of 6 <br /> <br /> <br />
