Rum Acres to the east into the proposed plat of River Bluffs in an alignment that would connect <br />with Juniper Ridge Drive. <br /> <br />Amendment by Commissioner Deemer and seconded by Commissioner Bawden to add the <br />contingency that the proposed final plat shall be reviewed by the Planning and Zoning <br />Commission. <br /> <br />Amendment carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen, LaDue and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, LaDue, <br />Hendriksen and Thomd. Voting No: Commissioner Deemer. Absent: Commissioner Terry. <br /> <br />Chairman Zimmerman inquired of Les and Jack Miller if they understood what they had to do to <br />which the Miller's replied they understood. <br /> <br />Case #2: Review Proposed Revision to Sibbel Addition; Case of Werner <br /> Sibbel <br /> <br />City Engineer Jankowski stated that the Sibbel Addition had been previously approved by the <br />Planning and Zoning Commission and had received final plat approval by the City Council. <br />However, Mr. Sibbel approached City Staff and indicated that he was still opposed to providing <br />any of the required future right-of-way on Lot 2. A new proposal was submitted to realign the <br />boundary between Lots 1 and 2 further west and provide the future right-of-way all on Lot 1. <br /> <br />Zoning Administrator Frolik stated that the new proposal would result in Lot 1 having 60' of <br />frontage on the public road and the developer is proposing that Lot 1 and the parcel to the north <br />access onto 155th Avenue N.W. across the public easement. <br /> <br />The Commission felt that with only 60' of frontage, Lot 1 should be designated as an outlot that is <br />unbuildable until the easement is developed as a public road. <br /> <br />Upon discussing the road frontage, Mr. Jankowski stated he didn't see a problem with Lot 1 being <br />buildable with only 60' of frontage. <br /> <br />Commissioner Hendriksen argued that the fire department wouldn't want 1300' driveways. <br /> <br />The Commission recessed at 9:08 p.m. <br /> <br />Chairman Zimmerman called the meeting back to order at 9:24 p.m. <br /> <br />Ms. Frolik explained that in the case of Petterson Estates, their plat was approved providing a <br />private easement would be provided for the landlocked parcel. The City required an easement <br />agreement be drawn up between the two property owners. <br /> <br />Mr. Don Sibbel was asked if that was acceptable to him to which he replied it was. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to approve the <br />proposed revision to the Sibbel Addition which consisted of decreasing the lot width of Lot 1 on <br />155th Avenue N.W. to 60' contingent upon Lot 1 being designated as Outlot A and not buildable <br />until such time that is has the required amount of frontage on a public road. Further, the developer <br />shall provide a private easement across Outlot A to provide access from 155th Avenue N.W. and <br />the 40 acre parcel north of the Sibbel Addition; and that City Staff should have the private easement <br />recorded at the County. <br /> <br />Planning & Zoning Commission/August 6, 1991 <br /> Page 3 of 6 <br /> <br /> <br />
