Deb Hill, 5821 - 160th Lane N.W., Ramscy - was present and stated her family has chickens on a <br />one acre lot; however, there is a 200 lot to the rear of their property that isn't being used. She <br />stated they have been raising chickens for seven years. They have them only a few weeks as they <br />are raised to be butchered. She added there has been no problems with their neighbors and if a <br />permit is required, they would get one. She stated that in their case, the chickens provide a lot of <br />food for their large family <br /> <br />Ms. Frolik stated that once the Commission agrees on the changes they want to see incorporated in <br />the City Code, a public hearing will be held regarding the keeping of fowl and poultry. However, <br />if the Commission feels it is not necessary to revise the Code, they could direct staff to leave it as is <br />and staff would then deal with each issue as it arises. Ms. Frolik stated there were a few <br />definitions she received from the cities she contacted that she liked and offered to include them in <br />the next agenda for the Commission. She will also present the entire ordinance dealing with the <br />raising of animals, fowl and poultry. <br /> <br />Motion by Commissioner Bawden and seconded by Commissioner Deemer to direct Ms. Frolik to <br />put together the definitions she is in favor of, present the entire ordinance dealing with animals, <br />fowl and poultry, and draft a provision for a simple permit system to be handled administratively <br />by City Staff. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue <br />and Terry. Voting No: None. Absent: Commissioners Hendriksen and Thorud. <br /> <br />The Planning and Zoning Commission recessed at 8:41 p.m. <br /> <br />Chairman Zimmerman called the meeting back to order at 8:57 p.m. <br /> <br />Case #8: Continue Review of Proposed Sign Ordinance <br /> <br />The Planning and Zoning Commission continued to review the proposed Sign Ordinance and <br />recommended the following amendments: <br /> <br />9.12.05 Temporary Signs - Subd 4. midway through the paragraph - "Temporary construction <br />signs shall be located only upon the legally described parcel of the construction permit". - and the <br />last sentence of same subdivision should be amended to read - ".... of construction and shall be <br />removed within fourteen (14) days of the issuance of the certificate of occupancy". <br /> <br />Subd. 5 - Real Estate Signs: (a)- add #6: Limit leasing signs to window or wall signs. Item (b) <br />add #5: Limit leasing signs to window or wall signs. <br /> <br />The Planning and Zoning Commission stated that when a site plan is submitted for shopping <br />centers, a signage plan will be a requirement. <br /> <br />Subd. 3 - Automobile Dealership Signs - The Planning and Zoning Commission directed Ms. <br />Frolik to contact Mr. Don Greenberg of the Economic Development Commission, for his input on <br />this portion of the ordinance. - With regard to item (c) - change the secondary ground sign <br />measurement to "... not project higher than 25 feet..." <br /> <br />Subd. 4 - Automobile Service Station Signs - Item (b) amend to "A ground sign shall not project <br />higher than twenty-five (25) feet..." <br /> <br />The Planning and Zoning Commission suggested mailing a copy of the the sign ordinance <br />regarding bill boards to the bill board companies when the ordinance has been adopted. <br /> <br />Planning Zoning Commission/August 20, 1991 <br /> Page 3 of 4 <br /> <br /> <br />
