PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Planning and Zoning Commission conducted a public hearing to hear a request for preliminary <br />plat approval of River's Bend 3rd Addition; Case of Ramsey Center Partnership on Monday, <br />September 16, 1991 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota 55303. <br /> <br />Members Present: <br /> <br />Chairman Gerald Zimmerman <br />Commissioner David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Bradley Thorud <br />Commissioner Michael Terry <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steve Jankowski <br /> <br />Members Absent: Commissioner Charles LaDue <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 8:35 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that Elizabeth Raudio and the Ramsey Center Parmership are <br />requesting preliminary plat approval of River's Bend 3rd Addition. The proposal is to develop the <br />property with five commercial lots, 27 single family urban lots and five 12-unit multiple residential <br />structures. She added that the City needs a response from MnDOT and the DNR. <br /> <br />CITIZEN INPUT <br /> <br />Barb Lidtke, 14438 Waco Street N.W, Ramsey - stated that she couldn't tell on the map if they are <br />going into the wetland. <br /> <br />City Engineer Jankowski stated that the wetland to the north is protected. If this preliminary plat is <br />approved, the DNR will establish the high water level of wetlands and no activity will be allowed <br />lower than that level. <br /> <br />Jim Ahlstrom, 14426 Waco Street N.W., Ramsey - stated that the materials sent with the notice <br />and materials presented here tonight are not the same; the map is different. <br /> <br />Ms. Frolik stated that the map sent with the notice was the only one available to send and still meet <br />the deadline. <br /> <br />Mr. Ahlstrom felt he was dealing with incomplete data. There was no scale on the map, very few <br />dimensions were listed and the existing River's Bend plat shows lots missing. He stated the whole <br />map was worthless from his point of view. He added the street names are not right and there is no <br />background data provided.
