business, he does not anticipate a heavy use. He explained he has known Art Raudio for 20 years
and what Mr. Raudio is talking about is owner occupied townhouses.

Bob Edwards, 14891 Waco Street N.W., Ramsey - stated his big concern is apartments, ff the
plan is condominiums, he is okay with that as it would be ownership, not rentals.

Art Raudio stated he has been involved with the property for 20 years. He explained that all the
issues in the agreement dated 1980, such as the fight-of-way, park property, bridge property, etc.
were taken care of. Then in 1989, the zoning was changed on the property. He stated that he
could have proposed a liquor establishment or bowling alley in the area; however, he too wants it
to be a nice development. He stated the intent of the zoning change is to put in townhouses and
have them be owner occupied. He added that the previous zoning change was not at the
developer's request.

Mr. Foster stated that if the original plans would be reviewed, it would show a proposal for
multiple family residences.

Mr. Wettlaufer stated that when he purchased his property, he was told the plans for the adjacent
land was for single family homes.

George Kuprian, 14465 Waco Street N.W., Ramsey commented that maybe the reason the
property may have been zoned B-1 in 1989 was because it would work better with Ramsey's
Master Plan. He stated the City does not have the facilities to support multiple residences and also
that it would increase population but decrease the tax base.

Commissioner Deemer stated there is a misconception about the rezoning. The zoning of the entire
City was revisited, public notice was given, hearings were held and the properties were zoned
according to what would ensure the highest use.

A resident asked if a density study had been done on what services would be required for multiple
residences and if Highway g47 would support the increase in traffic during the peak traffic hours.

Commissioner Deemer stated that the North Metro Traffic Advisory Committee had performed
studies which showed that Highway #47 can support the traffic.

Udo Dussling, 14839 Yakima Street N.W., Ramsey - stated he moved to Minnesota ten years ago.
He first lived in St. Paul and when they started tearing down houses to put in multiple dwellings,
he moved to Golden Valley. After a time, they did the same thing there and he moved out to
Ramsey. He expressed his hope that it would not happen here.

Curt Sorenson, 14347 Waco Street N.W., Ramsey - stated he was the fa'st person to move into the
neighborhood and he has put up with the increase in population. He expressed concern for the
safety of his children with regard to multiple dwellings and asked if the City is ready to increase
patrolling in the area.

Ruth Georges, 5164 - 147th Lane N.W., Ramsey - stated that she feels there is antagonism
between the City and the people and that they should be working together for what's best for the
City. She felt the neighborhood would be hurt by having multiple dwellings. She wants the
neighborhood to stay in the excellent condition it is in fight now.

Jim Stong, 14737 Xkimo Street N.W., Ramsey - felt that townhouses would be okay; however
his concern with them is that they are nice starter homes for someone and if that family would then
want to buy a single family home, they might have to rent out their townhome. He felt that maybe
the renters would not take as good care of their dwelling as an owner might.

Mr. Georges asked for a clarification of what buffer is required between the multiple family homes
and the single family homes.

Public Hearing/P&Z/September 16, 1991
