Ms. Frolik explained that at the time of the site plan review, the City Staff will address what will be <br />required for a buffer and the landscaping. This is judged on a case by case basis. There are no <br />standards set but the City requires landscaping, berming, fencing or a combination of those items <br />as a buffer. <br /> <br />Jim Ahlstrom, 14426 Waco Street N.W., Ramsey - stated there were some residents who couldn't <br />make it to the meeting tonight but they had voiced their opposition by signing a petition. He <br />inquired if the petition was received. <br /> <br />Linda Roof, 14369 Waco Street N.W., Ramsey - asked what guarantee there is that RB3 wouldn't <br />end up looking like Flintwood Hills with four residences per driveway. She asked if the Planning <br />and Zoning Commission was responsible for that development. She stated there were all kinds of <br />covenants that no one is following in River's Bend. She added that the residents have a park, but <br />it is not maintained. The residents have even cleaned up some of the messes themselves. She <br />complained there is no patrolling of the park and she feels it is unsafe to be there now. <br /> <br />Commissioner Deemer stated with regard to the question of how Flintwood happened - the original <br />proposal for the four lots was for quad homes. All the neighbors came in and told the developers <br />they didn't want quad homes in the area and so the residents and the developers worked together <br />on a proposal and that (four driveways per residence) is what they came up with. <br /> <br />Ms. Roof asked why there can't be a City where there's no apartment buildings. She added that <br />they almost didn't buy their property in Ramsey because of the landfill, but then the City started <br />improving things so they moved here. If the City puts in apartment buildings now they are just <br />joining the crowd. <br /> <br />Sue Ahlstrom, 14426 Waco Street N.W., Ramsey - expressed concern about infringing on the <br />wetland and also taking out trees. <br /> <br />Mr. Kuprian stated that what the developer is petitioning is a down-zoning and if that is denied, the <br />City will have the best use for the land. <br /> <br />Mr. Ahlstrom inquired again if the petition had been received by the City. <br /> <br />Ms. Frolik stated that petition had been received and that would be noted within the findings of <br />fact. <br /> <br />Another resident complained of all the traffic into River's Bend Park and the fact that there are too <br />many teenagers there drinking and littering. <br /> <br />Ms. Frolik stated that 911 should be called. <br /> <br />Ms. Roof stated that by the time you get back home to call 911, the teenagers are gone. <br /> <br />Chairman Zimmerman suggested taking park issues to the Park and Recreation Commission <br />meetings to discuss. <br /> <br />A resident stated there are problems now in the area and if the City adds multiple housing, the <br />problems will be compounded. <br /> <br />A resident expressed concern about the class of people who would buy the townhouses or the <br />$85,000 homes. He added there will be a lot more children and there wouldn't be a place to play <br />except for the parking lots and the children from that area would have to go through his <br />neighborhood to get to River's Bend Park. He added that he had to build a house valued at <br />$125,000 to even get into the neighborhood and now if houses are allowed that may sell for <br />$65,000, it doesn't make any sense. <br /> <br />Public Hearing/P&Z/September 16, 1991 <br /> Page 4 of 5 <br /> <br /> <br />
