Absent: Commissioner LaDue. <br /> <br />PUBLIC HEARINGS <br /> <br />The special Planning and Zoning Commission adjourned at 7:40 in order to conduct the following <br />public hearings: <br /> <br />1) <br /> <br />2) <br /> <br />Request for preliminary plat approval of River's Bend 3rd Addition; Case of Ramsey <br />Center Partnership. <br /> <br />Request to rezone certain property in the proposed plat of River's Bend 3rd Addition from <br />B-1 Business to R-1 Urban Residential and MR Multiple Residential; Case of Ramsey <br />Center Partnership. <br /> <br />Chairman Zimmerman called the special meeting back to order at 9:15 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Request to Rezone Certain Property in the Proposed Plat of River's <br /> Bend 3rd Addition; Case of Ramsey Center Partnership <br /> <br />Motion by Commissioner Bawden and seconded by Commissioner Hendriksen to table Case #1 <br />until some of the questions are answered as far as previous zoning and to allow time to hear a <br />response from MnDOT, DNR and the Lower Rum River Watershed Management Organization. <br /> <br />Further discussion: Commissioner Hendriksen stated he would like to have the history on this <br />addition and he would also like to encourage the developers or representatives of the developers <br />and the residents to get together and discuss alternatives. Commissioner Deemer suggested dealing <br />with the City Engineer's letter before tabling the case. City Engineer Jankowski stated in the R-1 <br />section of the proposed plat, there are a couple of lots that have slightly less than 80 feet of <br />required frontage. Mr. Jankowski stated there is some flexibility with other communities as to <br />whether the 80 feet is at the front property line or the setback line. Zoning Administrator Frolik <br />stated that currently the City Code states that the measurement is at the street and continuing back to <br />the setback line. Chairman Zimmerman stated the lot width should be determined at the building <br />setback line. Mr. Jankowski stated there are several lots which do meet the 80 foot width at the <br />property line of the street, then fall below 80 feet at the setback line. Mr. Jankowski stated the <br />other item of concern was that the existing sewer easements be shown on the preliminary plat. He <br />added that Lot 21 is somewhat of a problem in that the intersecting manholes would be located well <br />within that lot. He felt this would be a future maintenance problem for the City and suggested <br />aligning the street to keep the manhole within the street right-of-way. He stated that a grading plan <br />needs to be provided. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Hendriksen, <br />Deemer, Terry and Thom& Voting No: None.
