NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The City Council meeting minutes dated August 13, 1991 were noted by the Commission. <br /> <br />COMMISSION BUSINESS (CONTINUED) <br /> <br />Case #3: Review Condition of Premises at East Lake Auto <br /> <br />Zoning Administrator Frolik stated that earlier this summer, the Commission invited East Lake <br />Auto to one of the meetings to discuss the condition of their premises, specifically storage of <br />salvage vehicles. At that time, East Lake Auto indicated that they would begin to remove the debris <br />and that their entire operation was relocating from Ramsey on September 1, 1991. She noted that <br />since then, the condition of their premises has worsened. She stated she tried to call the manager <br />and invite him to the meeting, however, the phone was disconnected which probably means they <br />are not operating there anymore. <br /> <br />Commissioner Hendriksen stated he also went to view the property this evening and there are 21 <br />separate vehicles in major disassembly status. He felt these non-compliances should be turned <br />over to the City Attorney for prosecution. If there is no risk, there is no incentive to comply with <br />the regulations. <br /> <br />Ms. Frolik stated that City Code says the City can issue a notice to abate the blight. If there is no <br />response, the City can order the work and recover the cost by specially assessing the property <br />owner. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to direct City Staff <br />to draft a letter to the property owner at 7127 Highway #10 N.W. indicating a 10 day period to <br />abate the nuisance and report back to the Commission at their next meeting. <br /> <br />Motion carried. Voting Yes: .Chairman Zimmerman, Commissioners Hendriksen, Deemer, <br />Bawden, Terry and Thorud. Voting No: None. Absent: Commissioner LaDue. <br /> <br />Ms. Frolik stated that with regard to Ramsey Auto Sales, the Commission forwarded a <br />recommendation to City Council to revoke the conditional use permit for motor vehicle sales at <br />7205 Highway #10. There will be a public hearing regarding the CUP at the September 24, 1991 <br />City Council meeting. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend City <br />Council not rescind the conditional use permit for Ramsey Auto Sales at 7205 Highway #10 N.W. <br />property if it can be ascertained that the property owner will continue to operate in the manner he <br />has for the last 60 days. <br /> <br />Voting Yes: Chairman Zimmerman, Commissioners Deemer, Thorud, Bawden, Hendriksen and <br />Terry. Voting No: None. Absent: Commissioner LaDue. <br /> <br />COMMISSION INPUT <br /> <br />Commissioner Deemer stated City projects are being completed with deficiencies. For example, <br />153rd Avenue - there are no street lights at the major intersections. He is not condemning the <br />deficiency; he is condemning the practice that in-house projects don't get reviewed by the Planning <br />and Zoning Commission. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend to City <br />Council to draft a resolution and/or ordinance stating that in-house public improvement projects are <br />to be brought to the Planning and Zoning Commission for their review and/or recommendation. <br /> <br />Planning and Zoning Commission/September 16, 1991 <br /> Page 3 of 4 <br /> <br /> <br />
