PUBLIC HEARING
PLANNING AND ZONING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, October 1,
1991 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota
55303 to hear a request for a conditional use permit to establish professional offices and daycare
facilities in the R-1 Rural Residential District at 6139 - 157th Lane N.W.; Case of Northern
Counties Secretarial Services.

Members Present:

Chairman Gerald Zimmerman
Commissioner David Bawden
Commissioner Benjamin Deemer
Commissioner Terry Hendriksen
Commissioner Charles LaDue
Commissioner Bradley Thorud

Also Present:

Zoning Administrator Sylvia Frolik

Members Absent: Commissioner Michael Terry

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 7:32 p.m.

PRESENTATION

Mr. Dennis Zylla, Consultant for Northern Counties Secretarial Services, stated he was present to
help his clients obtain public approval. He introduced Carol Owens and Rosalind Kiki, Principals
of Northern Counties Secretarial Services, and stated their proposed use of the church is to use
one-half of the building for secretarial services and the other half for a daycare facility, subject to
State approval. He stated the expected employment within the facility would be about 20 to 30
which would not generate a lot of trips per day in and out of the facility. He stated that
professional offices would be a less intense use of the property than the church. Mr. Zylla stated
that within the conditional use permit, Northern Counties Secretarial Services is also asking for
pre-approval to expand the subject facility on the property by an additional 15,000 square feet.
Mr. Zylla noted that the proposal adds taxable value for the community and the school district and
will add to the community employment base. He stated a neighborhood meeting was held on
September 16, 1991 and Pastor Anderson from Lord of Life Lutheran Church and about four or
five of the surrounding landowners were present. He felt the people who attended the meeting
seemed to be supportive of the proposal.

Upon inquiry if the operation would be Monday through Friday, Ms Kiki stated that with the
emergency medical transcription business, there would be someone there every day, including
holidays.

Upon inquiry as to the number of children the daycare facility would house, Ms. Kiki replied that it
would depend on the size of the building and what the State allows. She estimated that the amount
would probably be 50 to 90 children.

Louis Abendroth, 15810 Sodium Street N.W., Ramsey, stated his property borders the subject
property and he had a bad experience in Brooklyn Park where the City rezoned to build apartment

Public Hearing/Planning and Zoning/ October 1, 1991
Page 1 of 2
