APPROVAL OF PLANNING AND ZONING COMMISSION MEETING <br />MINUTES <br /> <br />Commissioner Deemer asked that the following correction be made: River's Bend Public Hearing, <br />September 16, 1991, Page 2 of 3, Second Paragraph: Commissioner Deemer stated that to his <br />knowledge, regulations on the river haven't changed. The City of Anoka passed a "no-wake" law <br />and the City of Ramsey's Planning and Zoning Commission recommended adopting the <br />same ordinance. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to approve the <br />following Planning and Zoning Commission meeting minutes: <br /> <br />1) <br /> <br />Planning and Zoning Commission public hearing minutes, as amended, regarding a request <br />for preliminary plat approval of River's Bend 3rd Addition; Case of Ramsey Center <br />Partnership dated September 16, 1991. <br /> <br />2) <br /> <br />Planning and Zoning Commission public hearing minutes regarding a request to rezone <br />certain property in the proposed plat of River's Bend 3rd Addition; Case of Ramsey Center <br />Partnership dated September 16, 1991. <br /> <br />3) Planning and Zoning Commission special meeting minutes dated September 16, 1991. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen, LaDue and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />COMMISSION BUSINESS <br /> <br />Case ltl: Request for Sketch Plan Review of Glengarry Addition, a Minor <br /> Subdivision; Case of Burnside Trails Development <br /> <br />Zoning Administrator Frolik stated that Dennis Chuba and Ron Kuhn of Burnside Trails <br />Development are requesting sketch plan review of a minor subdivision to be named Glengarry <br />Addition. The property is located in the R-1 Rural Residential District and consists of <br />approximately 30 acres to be divided into three lots. <br /> <br />Ms. Frolik added that the development agreement will require soil borings on each of the lots prior <br />to issuance of a building permit. She stated she had spoken with the Anoka County Highway <br />Department and they confirmed they will most likely request that two of the lots align their accesses <br />adjacent to each other on the common property line. <br /> <br />Commissioner Deemer stated there is a County drainage ditch not shown as an easement on the <br />survey. He suggested that if it is not an easement of record, it should be made so at this point. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to accept the sketch <br />plan for Glengarry and recommend that City Council grant final plat approval to Glengarry <br />Addition contingent upon compliance with the Anoka County Highway Department, City Staff <br />review letter dated September 26, 1991, and the County ditch being shown as an easement on the <br />plat. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen, LaDue and Thorud. Voting No: None.
