Case #2: Request for Site Plan Review for a Cold Storage Warehouse; Case of
John Weicht and Associates

Zoning Administrator Frolik stated that John Weicht and Associates has applied for site plan
review to construct a 5,250 square foot cold storage warehouse for Adolfson Peterson on Lot 2,
Block 1, HY-10 Ramsey 2nd Addition. The property is zoned I-1 Industrial and is approximately
10 acres in size. All four walls of the structure are proposed to be 50% stucco. She added that
Adolphson-Peterson is now considering locating their building further east and then expand the
fence to enclose the structure.

The Commission offered their opinions on the most aesthetic appealing architectural treatments for
the building such as spruce trees for screening along County Road 4/83, the access being hard-
surfaced and curbed at the time Industry Avenue N.W. is extended, paving 50 to 100 feet from
County Road #83 to help keep dirt, etc. off of County Road #83 which could be a safety hazard,
and to pay more attention to the details on the building. The Commission felt there would be no
need to blacktop around the building.

Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City
Council approve the site plan for a cold storage warehouse on Lot 2, Block 1, HY-10 Ramsey 2nd
Addition with the following conditions: Spruce trees planted along County Road #83,
blacktopping a 50 to 100 foot approach from County Road #83 to aid safety, and paying attention
to detail on the building to make it more aesthetically pleasing.

Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Deemer, LaDue, Bawden,
Hendriksen and Thomd. Voting No: None.

Case #3:

Request for a Conditional Use Permit to Establish Professional
Offices and Daycare Facilities in the R-1 Rural Residential District at
6139 157th Lane N.W.; Case of Northern Counties Secretarial
Services

Commissioner Hendriksen asked Mr. Zylla how significant a pre-approved expansion is to
Northern Counties Secretarial Services proposal.

Mr. Zylla explained that his original advice to his clients was not to apply for a conditional use
permit on this particular property because their investment would be jeopardized if there future
expansions were not approved. He stated it is absolutely critical that the expansion be approved as
it doesn't make sense to make such a large investment and then not be able to expand. He
suggested the Commission decide upon a setback requirement to protect the neighbors as opposed
to denying his clients approval of an expansion. He added that the scale for the expansion was
arrived at from the 1973 expansion projection plans submitted by Lord of Life Church.

Chairman Zimmerman stated that the expansion part of this proposal was not noted in the public
heating notice and since it is a significant issue, a decision should not be made tonight.

Commissioner Hendriksen felt that the Commission was offered very little information regarding
the expansion which makes it very difficult to assess the impact on the neighborhood. He
requested some type of site plan showing the anticipated expansion.

Ms. Owens stated that they didn't have any particular intentions of expansion, they just don't want
to be limited in the event there is a need for expansion.

Planning & Zoning Commission/October 1, 1991
Page 3 of 5
