Mr. Zylla stated that Northern Counties Secretarial Services is asking for concept approval of <br />expansions and the Commission would still have control of the situation because of the conditional <br />use permit conditions and the applicants request for site plan approval at the time of expansion. <br /> <br />Mr. Zylla stated that he would draft an expansion footprint and present it to the Commission at <br />their next meeting. <br /> <br />Ms. Frolik offered to check with City Attorney Goodrich to see if the public hearing notice was <br />valid or if another hearing should be held regarding Northern Counties Secretarial Services <br />expansion plans. <br /> <br />Commissioner Hendriksen stated he would like a best guess as to how many children the daycare <br />facility would house. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to direct staff to <br />furnish the applicants with copies of the B-1 and R-B Zoning regulations for use in preparing an <br />expansion footprint and to table this case for further information from the applicant. <br /> <br />Further discussion: Stan Guzik, 4245 Stinson Boulevard, Columbia Heights, owner of vacant <br />land in the area, stated he never read anything in the public hearing notice about an expansion and <br />he feels this is a critical issue; he feels another heating should be required. Commissioner Deemer <br />stated that when this case comes back on the agenda, the adjacent property owners will be notified <br />even if there is not a public heating. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Hendriksen, <br />Bawden, LaDue and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case #4: Report on Status of Nuisance Abatement at East Lake Auto, 7127 <br /> Highway #10 N.W. (PIN 27-32-25-33-0003) <br /> <br />Zoning Administrator Frolik stated that earlier this spring, East Lake Auto was called before the <br />Commission regarding auto salvage activity and the unacceptable condition of their premises. The <br />manager of the business stated at that time that they would be relocating from Ramsey around <br />September 1, 1991 and would take their mess with them. It appears East Lake has left but the <br />mess is still in Ramsey. Ms. Frolik stated she sent a letter to the fee title owner, Good Value <br />Homes, granting approximately 10 days to abate the nuisance or at least to provide a schedule for <br />same. She reported she had not heard from Mr. John Peterson as of yet, but felt sure she would <br />have some response soon. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Bawden to send this issue <br />to City Council and recommend they take action to abate the nuisance at East Lake Auto, 7127 <br />Highway #10 N.W. <br /> <br />Further discussion: Ms. Frolik stated that in all fairness to Good Value Homes, the case should <br />not go to Council until the meeting of October 22 as the previous notices of the nuisance had gone <br />only to East Lake Auto and there was no communication with the fee title owners until the letter of <br />September 23, 1991. Consensus of the Commission was to send this issue to Council for their <br />meeting of October 22, 1991. <br /> <br />Amendment by Commissioner Hendriksen and seconded by Commissioner Bawden to place this <br />issue on City Council agenda of October 22, 1991. <br /> <br />Amendment carried.
