PUBLIC HEARING <br />PLANNING AND ZONING <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, November <br />5, 1991 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />55303 to hear the request for a conditional use permit to establish professional offices and daycare <br />facilities in the R-1 Rural Residential District; Case of Northern Counties Secretarial Services. <br /> <br />Members Present: <br /> <br />Acting Chairman Terry Hendriksen <br />Commissioner B enj amin Deemer <br />Commissioner Michael Terry <br />Commissioner Brad Thorud <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steve Jankowski <br /> <br />Members Absent: <br /> <br />Chairman Gerald Zimmerman <br />Commissioner David Bawden <br />Commissioner Charles LaDue <br /> <br />CALL TO ORDER <br /> <br />Acting Chairman Hendriksen called the public hearing to order at 7:32 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that on October 1, 1991, the Planning and Zoning Commission <br />conducted a public hearing and considered the request of Northern Counties Secretarial Services <br />for a conditional use permit to establish professional offices and daycare facilities in what will be <br />the former Lord of Life Church structure at 6139 - 157th Lane N.W. At that time, Northern <br />Counties expressed a desire to expand under their conditional use permit. Ms. Frolik stated that it <br />was noted that the public hearing scheduled for October 1, 1991 did not state that the request for <br />this conditional use permit included a request for an expansion. Therefore, a second public hearing <br />is being held. <br /> <br />Dennis Zylla, representative for Northern Counties Secretarial Services stated that his impression <br />when he left the hearing conducted on October 1, 1991, was that one of the main concerns the <br />Commission had was regarding the lack of definition for the expansion and the scope of the <br />daycare facility. One of the questions asked were "where would the playground equipment be <br />located?". Mr. Zylla stated that he is presenting two phases. Phase I shows the removal of the <br />two outbuildings, a change in signage and the location of the playground equipment. The other <br />plan presented is a general development plan based on the request for a future expansion of 15,000 <br />square feet. It also shows an expanded play area and some modification to the parking lot. He <br />explained they have no specific time frame regarding this expansion. Regarding the daycare, a <br />maximum of 66 students is anticipated with 10 adults to supervise them. The daycare hours would <br />be from 6:00 a.m. to 6:00 p.m. The clerical part of the building would house approximately 30 <br />employees. He stated the impact of the applicant's request is not inconsistent with the <br />neighborhood. <br /> <br />Acting Chairman Hendriksen asked for clarification of the request in terms of the area on the map <br />shown as single family lots. <br /> <br />Public Hearing/Planning and Zoning Commission/November 5, 1991 <br /> Page 1 of 3 <br /> <br /> <br />
