Mr. Zylla replied that this area of single family lots shows how the property could ultimately be <br />developed with 22,000 square feet of professional offices while maintaining a buffer area large <br />enough to plat into residential lots if sewer and water becomes available. <br /> <br />Acting Chairman Hendriksen inquired if approval of the conditional use permit would give them <br />the right to subdivide. <br /> <br />Mr. Zylla stated that the conditional use permit approval would not approve the subdivision; to do <br />so would require platting through the normal City processes. <br /> <br />Ms. Frolik stated that the conditional use permit is for the entire property, but that the applicants <br />would not be adverse to committing to this so called "single family development" area as a buffer <br />area. <br /> <br />Commissioner Deemer stated that for the record, the future plan should be labeled "Exhibit A" and <br />the boundary and site survey should be labeled "Exhibit B". <br /> <br />CITIZEN INPUT <br /> <br />Louis Abbendroth, 15810 Sodium Street N.W., Ramsey - stated he was present at the last meeting <br />and stated he lives right next to the church and there are no barriers between his home and this <br />facility. He stated this is a residential area and the residents want some protection. He stated the <br />play area should not be developed next to his property. He suggested a 150' buffer zone to protect <br />him and then Northern Counties could expand out into the parking lot. <br /> <br />Tom Patchen, 6351 - 160th Lane N.W., Ramsey - inquired if the traffic using the building would <br />be comparable to what it is now. <br /> <br />Mr. Zylla stated the traffic would be less. <br /> <br />Mr. Patchen stated there is not usually more than 10 cars at the church on a given night and if there <br />is more traffic generated from a different type of business, it will affect all the people in the <br />neighborhood. <br /> <br />Acting Chairman Hendriksen inquired of Mr. Patchen if he objected to approval of this CUP. <br /> <br />Mr. Patchen replied that he did object. <br /> <br />Mr. Abbendroth stated he would like to be able to work something out; however, he wants his <br />property protected. <br /> <br />Commissioner Deemer stated that as the property exists right now, there will be more than 200 feet <br />fi'om the playground to Mr. Abbendroth's property. He asked if 200 feet is an adequate distance. <br /> <br />Mr. Abbendroth stated that it would look like the playground was in his back yard. <br /> <br />Commissioner Deemer asked Mr. Abbendroth if he objected to a single family home being built <br />next to his. <br /> <br />Mr. Abbendroth replied he did object; he built his house where it is because the church was there <br />and does not want a home right next to his. He stated that maybe the business can be compatible to <br />the area, but that they should leave a buffer zone. <br /> <br />Commissioner Thorud inquired if Mr. Abbendroth is more objective to the daycare. <br /> <br />Mr. Abbendroth replied yes; however, he is not against the daycare, but feels the expansion should <br />take place down by the parking lot, not by his property. <br /> <br />Public ltearing/Planning and Zoning Commission/November 5, 1991 <br /> Page 2 of 3 <br /> <br /> <br />
