Mr. Patchen stated that them would be natural boundaries if the playground was put where the <br />parking lot is. He also inquired if the Northern Counties Secretarial Services was hoping for City <br />sewer soon. <br /> <br />City Engineer Jankowski stated that it is an area that is eventually planned to be sewered and that it <br />could possibly happen within the next 20 years. <br /> <br />Mr. Zylla stated that if their request for this conditional use permit is approved by the Council, <br />Northern Counties Secretarial Services would not be at City Hall petitioning for City sewer. He <br />also pointed out to Mr. Abbendroth that if the church would stay at its present location, they would <br />expand and there could be a blacktop parking lot within 20 feet of his property. The church would <br />also be a more intense use of this property. He added that if the play area was the main objective, <br />his clients would be willing to shift the play area somewhere else. He stated that he felt a single <br />family home was protection for Mr. Abbendroth as it would be a buffer between the business and <br />his residence. Mr. Zylla added that this business would provide jobs and services and it would <br />also bring this building back on the tax roles. <br /> <br />Pastor Blair Anderson, Lord of Life Lutheran Church - reiterated what Mr. Zylla stated by saying <br />that the church's plan was to intensify the use of the building and to at least double or triple the <br />parking lot. Pastor Anderson stated he felt that Northern Counties Secretarial Services would be <br />good neighbors. He added that with regard to traffic, at least three night a week, the church is <br />being used to the maximum and on Sunday, the average attendance is about 500 so there is <br />approximately 300 cars coming and going on Sunday mornings. <br /> <br />Robert Hutchison, 16381 Ferret Street N.W., Ramsey - stated he is a member of the Lord of Life <br />Lutheran Church. Regarding the playground, there would be younger children playing and they <br />are not as boisterous as school-age children and their play time would also be structured and <br />supervised. Their playtime would also be only for certain periods of time and if their noise was an <br />issue, it could be screened. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to adjourn the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Acting Chairman Hendriksen, Commissioners Deemer, Thorud and <br />Terry. Voting No: None.
