PUBLIC HEARING <br />PLANNING AND ZONING <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, November <br />5, 1991 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />55303 to hear the request to vacate easement in North Forty 3rd Addition; Case of R.J.S. Builders. <br /> <br />Members Present: <br /> <br />Acting Chairman Terry Hendriksen <br />Commissioner Benjamin Deemer <br />Commissioner Michael Terry <br />Commissioner Brad Thorud <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steve Jankowski <br /> <br />Members Absent: <br /> <br />Chairman Gerald Zimmerman <br />Commissioner David Bawden <br />Commissioner Charles LaDue <br /> <br />CALL TO ORDER <br /> <br />Acting Chairman Hendriksen called the public hearing to order at 8:29 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski stated that the owner of Lot 2, Block 2, The North Forty 3rd Addition, <br />has requested that the City vacate a portion of the drainage easement covering the northwest section <br />of this parcel. <br /> <br />CITIZEN INPUT <br /> <br />Carl Pomraning, 15620 Armstrong Boulevard N.W., Ramsey - asked how the water would drain. <br /> <br />Mr. Jankowski stated the plan was to provide a swale along the west side of Lot 3 to get drainage <br />off the pond. <br /> <br />Mr. Jankowski presented the original drainage plan design but stated that when it came time to <br />build it, the amount of drainage was reduced substantially. What is coming off of the two acre lots <br />is what is draining down to the pond. He met with the developer and discussed the final grading. <br />He stated the plan is to use the existing easement. <br /> <br />Acting Chairman Hendriksen inquired if there is a drainage problem now. <br /> <br />Mr. Pomraning replied there will be. If a bigger water hole is dug the water will back up onto his <br />property and there will be surface water laying there that can't be pumped. He again stated that if <br />the property owner wants a water hole, he should dig it himself. <br /> <br />Commissioner Deemer stated that the proposal is not to raise the water level. <br /> <br />Mr. Pomraning stated that it will raise the surface water and that never used to be there. <br /> <br />Public Hearing/Planning and Zoning Commission/November 5, 1991 <br /> Page 1 of 2 <br /> <br /> <br />
