Case #4: Request for Sketch Plan Review of Cowles Addition, a Minor <br /> Subdivision; Case of George Cowles <br /> <br />Zoning Administrator Frolik stated that Mr. George Cowles is requesting sketch plan review of a <br />minor subdivision to be named Cowles Addition. The property is located on the north side of <br />Highway #10 between Vemdale Commercial Park and Ramsey Commercial Park. The property is <br />approximately 3.2 acres in size and currently consists of two unplatted lots and an outlot. The <br />pamels are currently developed with a steel building formerly occupied by The Party House, an <br />accessory garage, a private residence and C&L Canvas Crafts. The VFW organization is <br />purchasing the former Party House and Mr. Cowles now finds it necessary to reconfigure the two <br />unplatted lots and outlot into two platted parcels. As proposed, the plat will eliminate or at least <br />improve upon some of these conditions and she is recommending approval of the minor <br />subdivision. She stated she would have to verify dates to see if the four uses on the two properties <br />are illegal non-conforming or legal non-conforming. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve Cowles Addition, a minor subdivision, pending legal advice on the dual use of <br />the lots. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Terry, Bawden, <br />LaDue and Thorud. Voting No: None. Absent: Commissioner Hendriksen. <br /> <br />The Planning and Zoning Commission recessed at 9:15 p.m. <br /> <br />Chairman Zimmerman reconvened the Planning and Zoning Commission meeting at 9:25 p.m. <br /> <br />Case #5: Request for Site Plan Amendment Review; Case of Mike's <br /> Woodworking, Mike Sjoquist. <br /> <br />Zoning Administrator Frolik stated that in August, 1991, the City granted site plan approval to <br />Mike Sjoquist for a 1600 square foot cabinet making shop on Lot 4, Block 1, Pineview Estates <br />2nd Addition Planned Unit Development (P.U.D.) At this time, Mr. Sjoquist is requesting an <br />amendment to his site plan to also construct a 484 square foot accessory building to be used to <br />store materials used for making cabinets, exclusive of paints, varnishes, stains, etc. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to recommend that <br />City Council approve Mr. Mike Sjoquist's request for a site plan amendment for an accessory <br />structure on Lot 4, Block 1, Pineview Estates 2nd Addition P.U.D. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, LaDue, <br />Terry and Thorud. Voting No: None. Absent: Commissioner Hendriksen. <br /> <br />Case 96: <br /> <br />Proposed Rezonings from I-Industrial to RI-Rural Industrial and B-1 <br />Business to RB-Rural Business; Case of City of Ramsey <br /> <br />Chairman Zimmerman stated there had been a public hearing held tonight to receive input on this <br />subject. People were concerned about whether or not their taxes would go down because they <br />were further from the sewer and water area and an attorney had some debate on supply yards. <br /> <br />Commissioner Bawden stated that the property owners bought the property with the idea it was B- <br />1 Business and knowing what restrictions, or lack of, there were. The proposal to rezone to <br />something other than what i~ was may create a problem for those owners. The impression property <br />owners are getting is that it s being down-zoned and the valuations should be lowered.
