Ms. Miller asked why she was notified if there isno change.

Principal Planner Trudgeon indicated there were text changes to B 1, so they are required to
notify everyone within 700 feet.

Chairperson Nixt clarified there were some use changes within that zone, which required they
give notice.

Ms. Miller stated she is not happy, but understands.

Commissioner Brauer commented that what they were hearing is that the map is wrong:

Dr. Darrell Hartman stated he is not a resident, but is part of the pet clinic on Highway 10 and
Ramsey Boulevard. He read that veterinary clinics will only be allowed in B I, and asked if that
was correct.

Community Development Director Frolik stated it was correct, and the pet clinic will continue to
be grandfathered on the highway, since the City is not adding pet clinics to the list of permitted
uses.

Dr. Hartman stated veterinary clinics are not like they used to be, and he does not see any reason
for restrictions unless they have an outside boarding facility.

Community Development Director Frolik indicated she a~ees, and would recommend it be made
a permitted use in the B2 District.

Dr. Hartman stated he would be interested in being in the Town Center.

Chairperson Nixt indicated they agree the clinics should be allowed in other areas, and will
tweak the ordinance accordingly.

Commissioner Watson noted that as to his desire to be in the' Town Center, current businesses
will have first priority.

Roxanne Tersteeg, 6263 Rivlyn Avenue, indicated she was south of Riverdale, behind
Grossliens. She heard they were working on plans a year ago, and it sounded like there would be
a road going through that would take out her sister's house. She went into City Hall to discuss it,
and her house was not even on the map that was being considered. She thought the whole plan
was still in the works. She indicated the maps they were sent cannot be read, and now her house
is on it, where it was not at that time. She stated that when she came in to discuss it, it was
described to her as something that may never happen.

Principal Planner Trudgeon indicated he spoke with Ms. Tersteeg last summer. He indicated the
Comprehensive Plan does show these parcels as being guided for industrial, and there had also

Planning Commission/May 1, 2003

45
