Precise Metalcraft - Site Plan <br />August 1, 2003 <br />Page 3 of 4 <br /> <br />Lighting: The submittals propose nine wall mounted 150-watt high-pressure sodium lights with <br />downcast shields. City commercial lighting standards require that the luminaire (light source) must not <br />be visible from beyond the property line. The applicant may wish to submit shop drawings of the <br />lighting fixtures for review and approval. <br /> <br />Drainage and Grading: Staff has reviewed the Fading, drainage, and erosion control plan prepared <br />by Hakanson Anderson Associates Inc., and offers the following comments. <br /> <br />1. City policy requires all traveled surfaces to be hard surfaces with bituminous or concrete, and have <br /> concrete curb and gutter. The plan proposes that concrete curb and gutter be extended ten to twenty <br /> feet beyond the front of the building. An eighty-foot long expansion area west of the building is <br /> propCsed wtfich would only receive a Class 5 surface. To be consistent with past practices in <br /> instances involving future expansion, staff would recommend 'that the concrete curbing should be <br /> extended to the western edge of the building, and that paved areas west of the building be hard <br /> surfaced with bituminous and be provided with bituminous curb and gutter. <br />2. The grading plan proposes placing silt fence and conducting grading south of the property line of <br /> the subject site. Written permission of the property owner will be required. <br />3. If the plan is revised to conform with item #1 above, additional elevations will be needed to <br /> determine whether the site can be properly drained. The Class 5 surface west of the building is too <br /> flat to be properly drained. <br />4. An analysis will be need to be submitted showing that the City sewer to which the storm waster is <br /> being discharged has adequate cap.acity. <br />5. The discharging storm sewer croskes the northeast corner of the lot to the south. A portion of the <br /> storm sewer route is not encumbered with a drainage and utility easement. <br />6. This project will require a permit from the Lower Rum River Watershed Management <br /> Organization. <br /> <br />Access: The site proposes two accessed onto Radium Street. The separation between the north and <br />south accesses is 110 feet. There is an e:dsting access onto Radium from the Peck Construction <br />property on the east side of the street which is approximately 90 feet north of the northern access of the <br />subject development. The access plan submitted is acceptable. <br /> <br />Storm Water Management Fee: The City has enacted a Stormwater Management Fee and the current <br />rate is Three Thousand Seven Hundred Forty One Dollars ($3,741.00) per industrial acre. TEe amount <br />of Stormwater Management Fee due on the 1.3-acre parcel is Four Thousand Eight Sixty-Three Dollars <br />($4,863.00). A cash payment will be required prior to the City issuing a Building Permit. <br /> <br />REU Number: An REU number for the project will be determined when a revised Grading and <br />Drainage Plan is submitted. <br /> <br />City Council Action: The City Council will not consider the site plan submittal until the issues raised <br />in this letter are corrected, revised, and resubmitted to staff for their review. <br /> <br />'87. <br /> <br /> <br />
