Sec. 5. Minnesota Statutes 1969, Section 84.82, is amended by adding a <br />subdivision to read: <br /> <br /> Subd. 8. REGISTRATION BY PERSONS UNDER 18 PROHIBITED. No' person under <br />the age of 18 years may register a snow,mobile. <br /> <br /> Sec. 6. Minnesota Statutes 1969, Chapter 84, is amended by adding a <br />section to read: <br /> <br /> [84.821] REQUIREMENTS OF MAKERS OF SNOWMOBILES. Subdivision 1. Ail snow- <br />mobiles made after June 30, 1972, and sold in Minnesota, shall bear the maker's <br />permanent identification number stamped in letters and numbers in the form and <br />at a location prescribed by rule and regulation of the commissioner. <br /> <br /> Subd. 2. Ail snowmobiles made after June 30, 1972, and sold in Minnesota, <br /> shall be designed and made to-provide an area on which to affix the registration <br /> number. This area shall be at a location and of dimensions prescribed by rule <br />.and regulation of the commissioner. <br /> <br /> Sec. 7. Minnesota Statues 1969, Section 84.86, Subdivision 1, is amended <br />to read: <br /> <br /> 84.86 RULES AND REGULATIONS. Subdivision 1. With a view of achieving <br />maximum use of snowmobiles consistent with protection of the environment the <br />commissioner of natural resources shall adopt rules and regulations in the <br />manner provided by chapter !$~ for the following p~mp~ses: <br /> <br />(1) Registration of snowmobiles and dispiay of registration numbers. <br /> <br />(2) Use of snowmobiles insofar as game~ and fish resources are affected · <br /> <br /> (3) Use of snowmobiles on public lands and waters under the jurisdiction <br />of the commissioner of natural resources. <br /> <br /> (4),.Uniform signs to be used by the sta%e, counties, cities, villages, and <br />boroughs, which are necessary or desirable t6 control, direct, or regulate the <br />operation and use of snowmobiles. '- <br /> <br />(5) Specifications relating to snowmobile mufflers. <br /> <br /> (6) A comprehensive snowmobile information and safety education and training <br />program including but not limited to the preparation and dissemination of snow- <br />mobile information and safety advice to the public, the training of snowmobile <br />operators, and the issuance of snowmobile safety certificates to snowmobile <br />operators who successfully complete the snowmobile safety education and training <br />course. For the purpose of administering such program and to defray a portion <br />of the expenses of training and certifying snowmobile operators, the commissioner <br />shall collect a fee of not to exceed $~ from each person who receives the training <br />and shall deposit the fee in the general fund and the amount thereof is appropri-. <br />ated ~nhually to the co~nissioner of natural resou~ces for the administration of <br />such programs. The commissioner shall cooperate with private organizations and <br />associations, p~ivate and public corporations: and local governmental units in <br />furtherance of the program established under thJs clause. The commissioner shall <br />consult with the commissioner of highways in regard to traiKing program subject <br />matter and performance testing that leads to the certification of snowmobile <br />operators. <br /> <br /> <br />
