Absent: None. <br /> <br />PUBLIC HEARINGS/BOARD BUSINESS <br /> <br />Case/41: <br /> <br />Request for a Variance to the Minimum Lot Width Requirement in the R-1 <br />Residential District of the Rural Developing Area; Case of Robert Letendre <br /> <br />Presentation <br /> <br />Associate Planner Wald explained the Mr. Letendre resides at 17120 Tiger Street NW. He is <br />proposing to subdivide his property to create a buildable lot for his daughter. She advised Mr. <br />Letendre's property is approximately 17 acres in size and is located in the Rural Developing area <br />of the R-1 Residential District. The minimum lot size is 2.5 acres and the minimum lot width is <br />200 feet. She stated Mr. Letendre's intent is to subdivide a 3 acre parcel from his homestead. <br /> <br />Associate Planner Wald further explained that at the June 5 Planning Commission public hearing <br />and meeting, the neighbor to the north, Mr. Robert Tomaszewski, expressed concern that the <br />development of the proposed lot would adversely impact his property with respect to runoff and <br />drainage. In addition, the Planning Commission suggested that it might be more advantageous to <br />the City if Mr. Letendre reversed his plan and provided 200 feet of frontage for the new lot <br />created so it conforms to City Code. <br /> <br />Associate Planner Wald stated City Engineer Jankowski visited the site and has determined that <br />Mr. Tomaszewski's lot is approximately three feet higher than the proposed new lot. He has <br />determined there should be no impact to Mr. Tomaszewski's property and Ms. Bell will be <br />required to install a culvert under her driveway. She advised Mr. Letendre met with Staff to look <br />at alternatives for lot splits and road extensions. If the plan were reversed with 89 feet of <br />frontage for the homestead, a portion of his driveway would be on the new lot created. She <br />indicated Staff looked to the east side of Tiger Street and 171st Avenue intersects Tiger Street at <br />the north property line of Lot 3 of Tranby Addition. Jackie Bell, Mr. Letendre's daughter, <br />currently owns Lot 3. Staff agreed that if there is to be a street extension into Tranby Addition, it <br />should line up with 171st on the east side of Tiger Street. She advised Mr. Letendre agreed to <br />incorporate his daughter's existing lot into the plat and make it narrower and deeper. In this way, <br />the right-of-way necessary to extend 171 st Avenue to the west side of Tiger Street would become <br />part of the larger parcel eligible for future redevelopment, which included Mr. Letendre's <br />homestead. She noted this also eliminates the need to look for a logical lot split line within the <br />289 feet of frontage on Lot 2 because another street intersection so close to 171st would not be a <br />desirable situation. <br /> <br />Associate Planner Wald indicated Staff recommends approval of the variance to lot width <br />requirements contingent upon the applicant including and modifying Lot 3 of Tranby Addition in <br />the minor subdivision for the purpose of maintaining control over that area most suited for the <br />extension of 171 st Avenue to the west of Tiger Street. <br /> <br />Board of Adjustment/July 10, 2003 <br /> Page 2 of 5 <br /> <br /> <br />
