cases will not reach the 15 maximum, but will more likely be 10-12, with the option of allowing <br />some specific acres to have up to 15. <br /> <br />Chairperson Nixt indicated at the work session they focused on retail sub-districts, and asked <br />where they would be allowed. <br /> <br />Consultant Gordon indicated page 152 shows this, stating they would be allowed throughout. <br /> <br />Chairperson Nixt commented the language 'as well as a limited number of personal services and <br />businesses at appropriate locations such as comers' does not look like it still applies. <br /> <br />Consultant Gordon stated not specifically, since it is hard to say what is an appropriate corner. <br />He indicated this would rely on the review process and site planning. <br /> <br />Principal Planner Trudgeon added if someone wanted to plop down a business in the middle of <br />residential street, the request could be turned down since it is contrary to the intention of the TC- <br />4 Sub-district. <br /> <br />Commissioner Brauer stated the phrase that concerns him is 'limited number'. He asked if that <br />could be rephrased or qualified. <br /> <br />Consultant Gordon stated that language was added to avoid too many of the same or similar <br />businesses in the area. <br /> <br />Commissioner Brauer indicated his concern was that it could turn on them by not setting a limit. <br /> <br />Consultant Gordon stated they would probably have a number of blocks develop at the same <br />time, and the control for uses will happen up front. He noted there is less possibility for <br />commercial use since they will probably be dealing with mostly residential builders. <br /> <br />Commissioner Brauer asked what they would do if they received three plans at once and all just <br />wanted to put up houses. Then the fourth developer comes in with a residential plan and the City <br />says we need retail. He asked if the fourth developer would not have grounds to ask why the first <br />three were not required to have commercial. <br /> <br />Consultant Gordon indicated it could be a timing issue also, depending on how many are being <br />plotted at the same time. <br /> <br />Commissioner Brauer reiterated he would suggest trying to nail it down a little further instead of <br />saying a limited number. <br /> <br />They reviewed the use table, noting several recommended changes. <br /> <br />Chairperson Nixt asked if the developers present had any concerns with the changes they made. <br /> <br />Planning Commission/July 10, 2003 <br /> Page 14 of 21 <br /> <br /> <br />
