Presentation <br /> <br />Principal Planner Trudgeon explained that the Commission has reviewed the draft ordinance <br />previously and held a public hearing on the language at the May 1, 2003 and June 5, 2003 <br />Planning Commission meetings. He indicated at the June 5, 2003 meeting, the Public Hearing <br />was continued to this meeting. He advised notification of the public hearing on the Town Center <br />Zoning District mailed again to residents within 700 feet of the property for the July 10, 2003 <br />meeting. <br /> <br />Principal Planner Trudgeon noted there is a zoning map included in the Commissioner's packet. <br />He indicated there has been discussion about means of control, and explained that the Sub- <br />Districts Map, Master Plan Document and Development Guidelines will provide that control, and <br />will come back to the Commission for further review. He indicated corrections have been made <br />to the code based on discussions at the June 25, 2003 work session. He stated the biggest change <br />is to the TC-4 District, which includes A, B and C Density Sub-districts. <br /> <br />Consultant Gordon stated the use charts have been modified based on the Planning Commission <br />comments. <br /> <br />Commissioner Johnson asked when referencing the Master Plan Development Guidelines, how <br />they will identify what documents those are in two or three years. He noted these types of <br />documents are often dated or made part of the code. <br /> <br />Principal Planner Trudgeon stated both documents will be adopted by the City Council, but he <br />agreed they should be dated. <br /> <br />Commissioner Johnson stated they could tie the adoption date to the documents. <br /> <br />Chairperson Nixt indicated they had talked about the zoning map being tied to these documents <br />also, and needing formal review for changes. <br /> <br />Principal Planner Trudgeon stated that was correct. He indicated they would be tied just like the <br />City zoning map as far as changes are concerned. <br /> <br />Chairperson Nixt opened the public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt noted 9.20.31, Subd. 2 (b) should be corrected to say 'building or site designs' <br />rather than 'building and site designs'. <br /> <br />Consultant Gordon indicated TC-4 has the biggest change, going to 3 sub-districts, with A <br />having the lowest density and C the highest density. He reviewed that TC-4A has up to 10 per <br />acre, TC-4B has 15 per acre, which encompasses the majority of the residential area, and in most <br /> <br />Planning Commission/July 10, 2003 <br /> Page 13 of 21 <br /> <br /> <br />
