She stated Staff is recommending that plat approval be contingent upon the final plat <br />preserving any road right-of-way, lying within the boundaries of Duck Ridge, determined by the <br />City to be necessary to connect 149th with Garnet at some point in the future. She indicated they <br />are anticipating a small sliver of Lot 4 may have to provide connection to Garnet, and most of the <br />right-of-way would need to come from the parcel owned by the Minnesota Pollution Control <br />Agency. <br /> <br />City Engineer Jankowski showed the anticipated road, reiterating only a small sliver of Lot 4 <br />would be needed. He noted that he has been told Outlot A is desired by the Parks Department for <br />a trail. <br /> <br />Chairperson Nixt asked for what Outlot A was being reserved. <br /> <br />Mr. LeBlanc indicated just for frontage. <br /> <br />City Engineer Jankowski stated they could review further and see exactly what they would need. <br /> <br />Associate Planner Wald stated to the Park and Recreation Commission will be reviewing the plat <br />at their July meeting and Staff will forward their recommendation to the City Council. She <br />indicated Staff recommends approval of the sketch plan contingent upon compliance with the <br />City Staff Review Letter. <br /> <br />Commissioner Johnson asked if the applicant had any other concerns with the Staff Review <br />Letter. <br /> <br />Mr. LeBlanc indicated he did not. <br /> <br />Commissioner Brauer asked if the sliver of land needed from Lot 4 was a problem. <br /> <br />Mr. LeBlanc stated he did not have a problem with the sliver of land, but he thinks the road is <br />several years down the road. <br /> <br />Commissioner Brauer asked if the applicant was willing to work with the City on the trail. <br /> <br />Mr. LeBlanc indicated he was willing to do this. <br /> <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt to approve the proposed <br />sketch plan contingent upon compliance with the City Staff Review Letter and recommend that <br />the applicant proceed to apply for final plat approval. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Reeves, <br />Shepherd, Van Scoy and Watson. Voting No: None.
