Commissioner Van Scoy asked if the only reference to open space is on page 151, or if there is <br />other reference. <br /> <br />Principal Planner Trudgeon stated there was not. <br /> <br />Commissioner Van Scoy indicated the reference to the guidelines has a reference to green space <br />for each development area. He asked if this is part of the design intent, is that enough of a <br />reference. <br /> <br />Consultant Gordon indicated there are two levels; the dedication to the City and the private <br />courtyard spaces. <br /> <br />Commissioner Van Scoy asked if they would look at both when they are approving a project. <br /> <br />Consultant Gordon stated they would. He indicated they talked about how to determine density <br />and adjust for shared open space. He stated they are trying to do it the way it is done today. He <br />continued his review, noting they are beefing up the parking language. He indicated for the <br />location of parking, they took out the requirement that the parking must be within 400 feet of the <br />use served. He noted there were some minor changes to the sign language. He pointed out on <br />page 163 they are taking out the public information meeting language, and noted how each <br />subdivision talks about the process. He indicated Subd. 11 is the savings clause, where they tried <br />to look at relationships with other city code sections and which sections will not work so they can <br />be excluded. <br /> <br />Chairperson Nixt indicated they took out the development guarantee from the prior section, and <br />asked what prompted it. <br /> <br />Principal Planner Trudgeon stated it was redundant language, covered in Chapter 9.50, <br />Subdivision. <br /> <br />Commissioner Van Scoy asked if Staff would then know when to step out of the Town Center <br />process and move to the regular process. <br /> <br />Principal Planner Trudgeon indicated they would, but he believes the code guides that process. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Reeves to close the public <br />hearing at 9:23 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Reeves, Brauer, <br />Shepherd, Van Scoy, and Watson. <br /> <br />Commissioner Brauer stated one thing that jumped out at him in the Development Guidelines is <br />the word 'should'.
