Principal Planner Trudgeon indicated they have not gone through it completely, and will want to <br />go through it at a future meeting, but he agreed they did not want ambiguous language. <br /> <br />Commissioner Brauer stated the other word he noticed a lot is 'encourage' rather than 'require'. <br /> <br />Chairperson Nixt clarified the Development Guidelines are not yet completed. He asked if they <br />would be adopting the preliminary plat before the zoning map and Development Guidelines. <br /> <br />Principal Planner Trudgeon advised the preliminary plat would go to the City Council in the near <br />future, but approving the preliminary plat does not negate the Planning Commission having an <br />opinion. He noted the ordinances have to go through two readings of the City Council. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Van Scoy, to recommend the <br />City Council adopt the ordinance creating the Town Center Zoning District subject to any <br />changes, corrections, additions, or deletions made by the Planning Commission. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Van Scoy, Brauer, <br />Reeves, Shepherd, and Watson. <br /> <br />Case #9 <br /> <br />Request for Preliminary Plat Review of Ramsey Town Center; Case of <br />Ramsey Town Center LLC <br /> <br />Presentation <br /> <br />Principal Planner Trudgeon explained that Ramsey Town Center, LLC submitted a preliminary <br />plat for the Ramsey Town Center on June 16, 2003. He indicated that based on an initial review, <br />Staff noted corrections and further information needed as part of the preliminary plat submittal. <br />He stated Staff received a revised preliminary plat on July 2, 2003, however they have been <br />unable to conduct a complete review of the revised preliminary plat, however they are bringing it <br />forward to the Planning Commission for discussion and possible action. <br /> <br />Principal Planner Trudgeon indicated the preliminary plat shows major road right-of-ways, two <br />lots, 18 outlots, and 9 areas shown to be dedicated to the City as parks. He indicated Lot 1, <br />Block 1 located north of the new Sunwood Drive and abutting Ramsey Boulevard is the proposed <br />location for the P.A.C.T. Charter School, which will submit a site plan for consideration at a <br />future Planning Commission meeting. Lot 1, Block 2 is located south of the new Sunwood <br />Drive, abutting Rhinestone Street NW, and is proposed to be the temporary location for a Park <br />and Ride and stop for the Northstar Commuter Coach. <br /> <br />Principal Planner Trudgeon noted they have some traffic circulation concerns, and he wants to <br />look closer at them, but the traffic study and AUAR are done. He indicated they have had <br />several meetings with the County about access but have not received any final agreements.
