Emergency overflow elevations were not provided on the grading plan. Also rock <br />construction entrances should be provided at all connections to existing roadways. He <br />indicated this is important to ensure buildings are not flooded. <br /> <br />A plan showing the storm water outlet to the Mississippi River and the proposed ponding <br />on the Anoka County property was not provided. He indicated more detail is needed and <br />the County needs to have agreement. He believes the County wants to preserve some <br />rights on this property. <br /> <br />10. <br /> <br />A development plan showing minimum floor elevations and lowest opening elevations <br />was not provided. <br /> <br />11. <br /> <br />A table showing building elevations, street centerline grade, 100-year flood elevation and <br />back and front yard slopes was not provided. He stated they are currently only showing <br />two lots developed, and more detail will be provided when the other land is developed. <br /> <br />16. <br /> <br />The mitigation plans did not show off-site mitigation. Also the mitigation and grading <br />and drainage plans must be approved by the LRRWMO. <br /> <br />17. <br /> <br />The storm water outlet to the Mississippi River and all street accesses to the County <br />Roads must be approved by Anoka County. He noted the County thinks it is best to work <br />this out in a series of meetings. He stated one of Jane Pimbles comments was she was <br />okay with the concept plan but accesses are an issue <br /> <br />Commissioner Johnson indicated it would be a good idea to wrap Denny Berg into discussions <br />on access. <br /> <br />19. <br /> <br />It appears that the site will need additional fill material to construct the project to the <br />proposed grades. Additional information should be provided regarding the deficiency of <br />fill and a CUP may be required. He added haul roads will need to be determined. <br /> <br />Chairperson Nixt asked how much fill will need to be brought in and where. <br /> <br />City Engineer Raatikka indicated the fill is being analyzed by the excavating team. They are <br />analyzing import and export, and the grades are as low as they can be. He indicated the grading <br />plan is finished but is being refined. He indicated they are maintaining the existing grade as <br />much as they can, but have had to raise some sites for drainage purposes. He stated it is a <br />balancing act, but the important thing to remember is it does not have to happen all at once. <br /> <br />Commissioner Johnson asked what their proposed action is tonight. <br /> <br />Principal Planner Trudgeon indicated to discuss the plan, and possibly approve it contingent on <br />the Staff Review Letter. <br /> <br />Planning Commission/July 10, 2003 <br /> Page 19 of 21 <br /> <br /> <br />
