Tim Engen, Ramsey Town Center, LLC stated this is a big development, and he understands a lot
of information has been presented. He indicated they would prefer it were approved contingent
on the Staff Review Letter, the City Engineer Review memo and the minor points Principal
Planner Trudgeon brought up in discussion. He believes they can have all the minor issues,
including the County issues, resolved in the next few weeks. He stated the roads are the biggest
issue, and require the involvement of the State, City and County. He reiterated they are asking
for preliminary plat approval subject to all contingencies.

Principal Planner Trudgeon indicated they would want to make sure it does not go to the City
Council before all the issues are addressed.

Motion by Commissioner Johnson, seconded by Chairperson Nixt to close the public hearing at
10:00 p.m.

Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Reeves,
Shepherd, Van Scoyand Watson. Voting No: None. Absent: None.

Chairperson Nixt noted that on the detail there is a date of July 2nd. There is a revision now
showing TC-4A, B and C and he wants to make sure that is picked up and reflected on the map.
He asked if the Planning Commission would see the final plat.

Principal Planner Trudgeon indicated usually the Planning Commission would not see it again.
He stated they have talked about keeping this on the Planning Commission agenda as a standing
item to keep the Planning Commission informed of the progress.

Motion by Commissioner Johnson to recommend approval of the preliminary plat of the Ramsey
Town Center, contingent upon compliance with the Staff Review Letter dated July 10, 2003.

Chairperson Nixt stated there were fairly comprehensive comments from staff. He indicated he
dislikes a recommendation going forward with this many pieces open. He noted the Planning
Commission has held special meetings and done their part, but asked if there is a middle ground.
He commented the County access issue could be a major point and cause considerable change to
the plan.

Commissioner Johnson indicated he believes it is important to keep this moving. He stated they
could try to have another meeting this month.

Tim Engen, Ramsey Town Center, LLC stated he could suggest a middle ground. He indicated
there is a master checklist created between the developers and staff of what needs to be done, and
a report on the status of those items could be given to the Planning Commission at the next
meeting. He stated once Ramsey Town Center starts, the Planning Commission will be deluged.
The developers do not want to have a hypodermic approach with the Commission, and they hope
to be a regular participant at the Planning Commission meetings.

Planning Commission/July 10, 2003
