Commissioner Cleveland stated that she doesn't think the current Wetland Buffer Ordinance
originated with the Planning Commission and would like to see the previous version of the
ordinance to see what it looked like before the most recent change.

Associate Planner Gladhill stated that the ordinance is a whole new section of the City Code.

Commissioner Brauer stated that in the Dayton letter, there was a comment that there was no
discussion of the water element in the Comprehensive Plan. He stated that several of the
Planning Commissioners had tried to point out that some things did not meet Met Council
guidelines and he hopes that these areas are filled in before the final one is completed in May.

Associate Planner Gladhill stated that they will try to tighten it up, but noted that a water plan
was completed and it was referenced and was available for those who wanted to see it, upon
request.

Community Development Director Miller stated that it is about a 600 page document, so it was
made available to those interested and not sent out to everybody.

Commissioner Van Scoy noted that Dayton is not in favor of a river crossing before the year
2030.

Community Development Director Miller stated that this is correct, and even though they have a
crossing location identified, they are not planning to do anything until after 2030.

Commissioner Brauer stated that since there are interviews coming up for the boards and
commissions, this may be his last meeting, so, he would like to thank Chairperson Nixt for the
opportunity to work with him over the years as well as Commissioner Cleveland and
Commissioner Levine.

Chairperson Nixt stated that he has had the pleasure of having some great Planning Commissions
to work with and commended Commissioner Brauer for his hard work throughout the years.

Chairperson Nixt noted that he may be unable to attend the Planning Commission meeting in
April.

Case #14:

Zoning Bulletin

The Zoning Bulleting was noted.

OTHER COMMISSION BUSINESS

There was none.

Planning CommissionlMarch 5, 2009
