Commissioner Brauer stated that one of the largest wind farms in the Midwest is just west of
Mason City. He stated that he wonders if that location was triggered by the noise issues.

Associate Planner Gladhill noted that our noise ordinance would still have to be followed.

Commissioner Nixt stated that he feels the City will need to be more cognizant of the repetitive
nature of this noise, not like a motorcycle being started up, but a sustained audible noise over a
longer period of time.

Commissioner Brauer stated that he has heard it isn't just the volume, but the pattern of it.

Associate Planner Gladhill suggested that a site visit be set up, which is what Anoka did, to
familiarize themselves with the technology.

Commissioner VanScoy stated that he downloaded information from Maple Grove on their wind
energy conversion systems. He stated that it sounds like they are permitted anywhere in the City,
but they have a minimum 3 acre requirement.

Chairperson Nixt asked if they allow them for commercial use.

Commissioner Van Scoy stated that it doesn't exclude anything.

Chairperson Nixt asked if they are for purposes of producing energy on the site.

;0 Commissioner VanScoy stated that they talk about a maximum height of 100 feet without a
variance, so he thinks they would handle a minimum of one home. He stated that he can give
this information to staff. He stated that he didn't see any reference in here regarding noise,
unless he missed it.

Commissioner Nixt stated that the direction to staff is to take the information provided by
Commissioners Cleveland and VanScoy and continue to work on the research. He stated that he
would also like them to establish a site visit to they can familiarize themselves with these types
of generators.

Case #4:

Staff update

Associate Planner Gladhill noted that responses from Dayton and Andover regarding our
Comprehensive Plan were included in the packet.

Chairperson Nixt stated that he would like to point out the Wetland Buffer Ordinance direction
and asked if that was to go straight back to the Council for action.

Community Development Director Miller stated that it will come before the Planning
Commission for a public hearing in April.

Planning CommissionlMarch 5, 2009
