<br />Motion by Commissioner Brauer, seconded by Commissioner Van Scoy, to recommend that City <br />Council adopt the Ordinance to amend City Code 9.11 (Performance Standards) and 9.12, <br />(Signs), with the following stipulations: that City staff work on the size/number issue, with the <br />thought that the Planning Commission is more in support of a limit on the total square footage <br />than number of flags; that a permit is required with anything that requires footings using <br />specifications from the Building Official; that a 10 foot setback with footings is required for <br />residential; and that commercial setbacks will be the same as for signage. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Van Scoy, Cleveland, <br />and Rogers. Voting No: None. Absent: Commissioners Hunt and Levine. <br /> <br />Case #3: <br /> <br />Discussion of Wind Powered Generator Regulations; Case of City of Ramsey <br /> <br />Associate Planner Gladhill stated that staff is recommending a new City Code section to address <br />wind turbines and generators that would allow them as a Conditional. Use Permit. He stated that <br />the Council is voting on a moratorium at their next meeting that will be in place for 6 months to <br />allow time for staff to research the issue. He stated that one of the things that need to be well <br />written is the definition of these structures, similar to the cell tower ordinance. He stated that <br />staff has only begun the study and is just looking for some initial feedback from the Planning <br />Commission on this issue. <br /> <br />Commissioner Brauer stated that he has heard concerns about noise and assumes that this has <br />corne about because there have been some applications for their use. <br /> <br />Associate Planner Gladhill stated that the City has had requests for smaller, residential type of <br />structures. He stated that the City will be looking at these smaller types as well as the <br />commercial structures. <br /> <br />Commissioner VanScoy asked who has inquired about this and what type of structure they were <br />looking at. <br /> <br />Associate Planner Gladhill stated that they were looking at residential units of about 40 sq. ft. He <br />stated that there wasn't a formal application, just an inquiry. He stated that studying alternative <br />forms of energy was identified in the strategic planning session this year, so it is timely that this <br />is being discussed now. <br /> <br />Commissioner Cleveland stated that she has some information on these types of structures from <br />Mason City, Iowa, that was implemented in 2006. She stated that she will give her information <br />to staff and suggested that the City talk to people who are in the industry and find out what they <br />have seen in residential areas. <br /> <br />Associate Planner Gladhill stated that staff has been talking with the City of Anoka who has <br />given them contact information for the Great River Energy in Maple Grove. He stated that wind <br />conditions will have to be studied here, but they are not ideal like they are in Iowa or southern <br />Minnesota. <br /> <br />Planning CommissionlMarch 5, 2009 <br />Page 9 of 12 <br />
