Parks Supervisor Riverblood advised that would be a portion of the feasibility study. He thought <br />that the landing would be hugely popular during certain times, such as fishing tournaments and <br />not so busy during the weeknights, He advised that the cost of the planning would be the <br />responsibility of the County. <br />Chairperson Johns thought this would be a good way to move the project further up, especially <br />since added value could be gained during the current economy. She questioned how likely it <br />would be for the County to come on board with the project. <br />Parks Supervisor Riverblood felt that there might be some resistance to building one aspect of <br />the park, rather than constructing the entire park at once. He advised that the County had not yet <br />been made aware of this proposal. He clarified that this would not recommend the expenditure <br />of any funds at this time, nor would the approval of the City Council. <br />Commissioner Backous thought it would be great to have a boat landing within the City. <br />Motion by Commissioner Backous, seconded by Commissioner LaMere to recommend that the <br />City Council consider adoption of Resolution 09- 03 -XXX, supporting a feasibility study for the <br />development of a boat landing and fishing opportunities within Mississippi Regional Park. <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Erickson, Backous, Barr, <br />Hansen, and LaMere. Voting No: None. Absent: Commissioner Shryock. <br />Commissioner Shryock arrived at 7 :40 p.m. <br />Case #5: Discuss Restroom Availability at Central Park <br />Parks Supervisor Riverblood reported that there had been concern brought up during previous <br />meetings that the buildings in the Park would have the locking systems making them available <br />during the day and automatically locking at 10 p.m. He advised that the total cost was just under <br />$3,000. He advised that concern had also been brought up as to adding a facility at Rivers Bend <br />Park. He advised that there were significant reductions in the operating budget, park staff, and <br />building maintenance. He advised that retrofitting one of these buildings would create up to five <br />hours of maintenance time back into the existing abilities, which is a concern. He advised that <br />while Emerald Pond Park has had limited vandalism, it also has high visibility which Central <br />Park does not. <br />Commissioner Backous questioned how the timers were set. <br />Parks Supervisor Riverblood advised that they would be set onsite and could be changed if <br />necessary, <br />Commissioner Backous thought that if peak times were covered, rather than open during all <br />weekday hours, it would create less maintenance work for staff and also cover the need in the <br />park. He hoped that during the peak times some of the youth organizations could take on some <br />of the maintenance issues.
