Commissioner Barr questioned what other cities do in comparison. Parks Supervisor Riverblood thought it would vary by community. Chairperson Johns thought that if the hours were reduced and limited, something would need to be open for people that stop in to use the facility. Commissioner Backous was more concerned with the hundreds of people that use the park during the evening hours, rather than the occasional stop -in during the day. Commissioner Shryock thought that the Commission was in favor of adding the locks to the concession stand building but realized that the maintenance issue would need to be addressed before the item could move forward. Commissioner Hansen thought that the bathrooms would need to be cleaned whether the locks were installed or not. Parks and Utilities Supervisor confirmed that building maintenance would not be handling the maintenance aspect in the future, but park staff would clean the facility on an almost daily basis. Commissioner Shryock questioned what the difference would be, since the bathrooms are being cleaned almost daily. Commissioner Barr advised that the building was being unlocked and used already. Commissioner Hansen thought that only the centralized building should have the locks at this time. Commissioner Barr thought that the outdoor bathroom could be placed on the other side of the park for closer use. Commissioner Hansen thought the outdoor bathroom should be more centrally located for families, and to prevent vandalism. There was discussion over which times the bathrooms should be unlocked. Commissioner Hansen felt that the bathrooms should be unlocked for evening sports. Commissioner Barr thought that the bathrooms should be unlocked during the day, as well as for night sports. Commissioner Shryock was in favor of adding the locks, and the bathrooms being available for daytime use. Commissioner Barr advised that the associations could be charged for the port-a -potty rental, as other cities currently charge for that service.
