32 <br />UPDATE OF SKETCH PLAN REVIEW OF RIVER'S BEND 5TH ADDITION; <br />CASE OF THE CITY OF RAMSEY <br />By: Thn Gladhill, Associate Planner <br />PC CASE: <br />Background: <br />The City of Ramsey has submitted a Sketch Plan application to replat two parcels adjacent to the <br />River's Bend Addition. The subdivision is needed in order to convey a piece of property, <br />currently owned by the City and zoned R-3 High Density Residential, to Mr. Rick Foster. A <br />purchase agreement for what would be future Lot 1, Block 1, River's Bend 5 Addition, if <br />approved, was executed on December 31, 2006. <br />Notification: <br />No public hearing is required for a minor subdivision. <br />Observations: <br />• The City is subdividing the Subject Property, which is the current location of River's Bend Park <br />and the City's Pump House #1, A majority of the Subject Property is zoned Public/Quasi-Public. <br />A small portion of the Subject Property is zoned R-3 High Density Residential. As stated above, <br />the City entered into a Purchase Agreement with Mr. Foster on December 31, 2006, as approved <br />by the City Council. The purchase agreement is for only that portion of the Subject Property <br />zoned R-3. <br />In order to convey this piece of property to Mr. Foster, the Subject Property will need to be <br />subdivided per City platting requirements. The proposed plat will not impact River's Bend Park <br />or Pump House #1. River's Bend Park is essentially physically separated from the proposed Lot <br />1 by an oxbow of the Rum River. Pump House #1 is adequately protected through proposed lot <br />size, setbacks, and drainage and utility easements. <br />No new accesses are proposed as part of the minor subdivision at this time. Additional accesses <br />will be required on Xkimo St NW as part of a Site Plan application for proposed Lot 1. It is <br />anticipated that Mr. Foster will submit a Site Plan Application in the near future for a high <br />density residential development in accordance with current zoning on the property. The executed <br />purchase agreement included the City acquiring access rights required as part of the T.H. 47 <br />improvement project on several parcels north of 142" Avenue and south of Xkimo Street (south <br />of the Holiday Station Store). <br />Drainage, grading, utility, and landscape plans will be reviewed as part of the Site Plan <br />Application submittal for proposed Lot 1, as well as the Final Plat submittal. The Sketch Plan <br />indicates a flood plain boundary at the top of the river bluff. The boundary of the flood plain is a <br />general boundary at this time, and will need to be delineated based on the elevation indicated on <br />
