<br />..."~ <br /> <br />- <br /> <br />CITY COUNCIL WORK SESSION <br /> <br />City Of tk: <br />RAMSEY <br /> <br />TQpic Report: Discussion Regarding the Removal of <br />a Commissioner due to Violations of the City Code <br /> <br />By: Givonna Reed Kone, Human Resources Manager <br /> <br />Background <br /> <br />At its April 14, 2009 Work Session, the Ramsey City Council will consider the removal <br />of Environmental Policy Board (EPB) Member Robert Sibilski for violations ofthe City <br />Code. The violations to be considered include violations of the Board and Commission <br />attendance policy and alleged violations of the Code of Conduct Mr. Sibilski was <br />contacted by US Mail regarding this discussion and has been advised of the date and time <br />of the meeting. A copy of this staff report will also be sent to Mr. Sibilski. <br /> <br />Attendance <br /> <br />Section 2.03.02, Subd. 5, Attendance Policy, of the City Code states the following: <br /> <br />Attendance Policy: The absence of a Board or Commission member from three <br />or more regularly scheduled meetings of his/her board or commission within any <br />six (6) month period shall be cause for removal of that member from his or her <br />seat on the board or commission. The City Council shall have the authority to <br />remove board or commission members for violation of this policy. <br /> <br />Mr. Slbilski missed regularly scheduled EPB meetings in August, October and November <br />2008 and February and Apri12009. Using November, February and April as starting <br />points and looking back at the previous six months in each instance, there are potentially <br />three violations oithe attendance policy. Attached are two reminder letters that were <br />sent to Mr. Sibilski regarding the City's attendance policy. <br /> <br />Code of Conduct <br /> <br />Section 2.03.02, Subd. 7 of the City Code, the Code of Conduct for board and <br />commission members reads as follows: <br /> <br />A. Code of Conduct: It is the policy of the City of Ramsey to maintain a <br />respectful public service environment free from violence, discrimination, <br />unlawful activities relating specifically to the Boards of Commission <br />members role with the City, and other offensive or degrading remarks or <br />conduct. Any Board or Commission member found to have acted in <br />violation of this policy shall be subject to appropriate disciplinary action, <br />which may include dismissal from the Board or Commission. <br />
